solicitation and the use to which the contributions <br /> will be devoted in making his determination and shall <br /> grant to the applicant a permit if he does not find, <br /> <br /> pursuant to Section 5 of this ordinance, that the <br /> applicant's moral character or financial responsibilit~ <br /> is unsatisfactory, and if he finds that the proposed <br /> <br /> solicitation is for, and contributions realized pursuant <br /> thereto will be devoted to philanthropic, social service, <br /> benevolent or patriotic purposes. <br /> <br />Section 12. Solicitation for Charitable Purposes: Revocation of <br /> Permit <br /> <br /> Any permit to engage in the activities referred to in <br /> Section 9 of this ordinance may be revoked at any time <br /> by the Chief of Police for any of the reasons enumerat, ] <br /> in Section 8 of this ordinance, and may in addition be <br /> revoked if the contributions realized are not being <br /> <br /> devoted to the use for which the permit was granted. <br />Section 13. Appeal <br /> <br /> Any person aggrieved by any action of the Chief of <br /> Police taken pursuant to this chapter shall have the <br /> right of appeal to the City Council. Such appeal <br /> shall be taken by filing with the City Clerk, within <br /> fourteen days after notice of the action complained of <br /> has been received by such person, a statement setting <br /> forth fully the grounds of such appeal. The Council <br /> shall set a time and place for a hearing on such appeal <br /> and the City Clerk shall promptly give notice of such <br /> hearing to the appellant in writing and mailed, postage <br /> prepaid, to the appellant at his last known address at <br /> least five days prior to the date set for such hearing <br /> <br /> -6- <br /> <br /> <br />
