The decision and order of the Council on such appeal <br /> shall be final and conclusive. <br /> <br />Section 14. Violation: Penalties <br /> <br /> Any person violating any of the provisions of this <br /> ordinance shall be deemed guilty of a misdemeanor and <br /> upon conviction thereof, shall be punished by a fine <br /> not to exceed Five Hundred Dollars ($500.00) or by <br /> imprisonment. <br /> <br />Section 15: Severability <br /> <br /> If any section, subsection, sentence, clause or phrase <br /> of this ordinance is for any reason held to be invalid <br /> or unconstitutional by the decision of any court of <br /> competent jurisdiction, such decision shall not effect <br /> the validity of the remaining portions of this ordinanc~ <br /> The City Council hereby declares that it would have <br /> passed this ordinance, and each section, subsection, <br /> sentence, clause and phrase thereof irrespective of the <br /> fact that any one or more of the sections, subsections, <br /> sentences, clauses or phrases thereof be declared <br /> invalid or unconstitutional. <br /> <br /> II. <br /> <br />Section 1.
