Vice Mayor Narum opened and closed the public hearing. <br />MOTION: It was m/s by Brown/Pentin to approve the Five -Year Consolidated Plan for FY 2020-24 and <br />the Annual Action Plan for FY 2020/21 for use of the Federal Community Development Block Grant <br />Funds. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum <br />Noes: None <br />Absent: Mayor Thorne <br />Assistant to the City Manager Becky Hopkins introduced Item 10(c) and reported that for the City to <br />receive the allocation of $201,314 it would need to amend the current Five -Year Consolidated Plan and <br />Annual Action Plan. <br />Assistant to the City Manager Hopkins reported the funds can be expended backdated to March 27, <br />2020, with no specific spend -by date issued by HUD. She noted the City is tentatively planning to <br />extend the funds between the next 12 and 24 months and will work with the grantee or the non-profit <br />with timing. <br />Assistant to the City Manager Hopkins reported CDBG-CV Funds include four categories and eligible <br />services. She reported staff identified two categories and three activities that meet the current needs of <br />Pleasanton: Category 1 — Buildings and Improvements, including Public Facilities; eligible activity under <br />the criteria is to construct a facility for testing, diagnosis, or treatment. Category 2 — Public Service; <br />eligible activities under the criteria are to increase the capacity and availability of targeted health <br />services for infectious disease response within existing health facilities and deliver Meals on Wheels to <br />quarantined individuals for individuals that need to maintain social distancing due to medical <br />vulnerabilities. <br />Assistant to the City Manager Hopkins reported staff identified Axis Community Health and Spectrum <br />Community Services Meals on Wheels as non -profits that are already providing COVID-19 related <br />services that are eligible under the criteria. She reported Axis Community Health will receive $130,314 <br />and Spectrum Community Services will receive $48,000 and provided a brief overview of how both <br />intend to use the funding. <br />Assistant to the City Manager Hopkins reported the remaining $25,000 will go towards the Tri -Valley <br />Regional Testing Center in addition to the $100,000 already committed from the General Fund. She <br />noted the City intends to seek Federal Emergency Management Agency (FEMA) reimbursement for the <br />$100,000. <br />In response to Councilmember Brown's inquiry, Assistant to the City Manager Hopkins reported each <br />agency is providing Personal Protective Equipment (PPE) to staff and recipients. She also reported <br />staff from each agency are also using gloves and have been provided with hand sanitizer. <br />Councilmember Testa reported she does not receive a mask while working with Meals on Wheels and <br />requested Assistant to the City Manager Hopkins to confirm they are being provided by the non-profit. <br />Assistant to the City Manager Hopkins reported she has been meeting with senior services providers <br />along with the Cities of Livermore and Dublin weekly and will follow up on that item. <br />Vice Mayor Narum opened the public hearing. <br />Lara Calvert reported she has been trying to procure 900 homemade or donated face coverings for <br />seniors so masks are not being pulled from first responders. She encouraged residents to donate <br />facemasks.
