He also <br />explained there can be amendments for the program if an agency needs to develop a different method <br />to achieve its programming goal. <br />Vice Mayor Narum opened the public hearing. <br />Sue Compton, Access Community Health, thanked City Council and the Human Services Commission <br />for the support and the award of funds for the Behavior Health Program for youth. <br />Heather Greaux, Executive Director for Open Heart Kitchen, thanked City Council, City staff, and the <br />Human Services Commission for its continued support of their meal program. <br />In response to Councilmember Testa's inquiry, Ms. Greaux reported Open Heart Kitchen is not <br />struggling to stay open and has Operation Reserves should they be needed. Councilmember Testa and <br />Vice Mayor Narum thanked Open Heart Kitchen for their work. <br />Lara Calvert, Director of Spectrum Community Services, thanked City Council for fully funding the <br />program for eligible homebound seniors which provides them with healthy meals and a wellness check. <br />Councilmember Testa commented that she appreciates the opportunity to work with Meals on Wheels <br />and thanked Spectrum Community Services for their work. <br />Vice Mayor Narum closed the public hearing. <br />In response to Councilmember Pentin's inquiry, Community Services Manager Ingram reported that <br />due to COVID-19 applicants can adjust their contract mid -year but is not part of normal business. <br />MOTION: It was m/s by Pentin/Testa to adopt and waive full reading of Resolution No. 20-1158 the <br />allocation of Federal and City funds relative to the Housing and Human Services Grant (HHSG) and <br />Community Grant (CG) programs for fiscal year 2020-21. Motion passed by the following vote: <br />Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum <br />Noes: None <br />Absent: Mayor Thorne <br />Housing Manager Hernandez introduced Item 10(b) which would approve the Five -Year Consolidated <br />Plan for FY 2020-24 and the Annual Action Plan for FY 2020/21 for use of the Federal Community <br />Development Block Grant Funds. He reported that as a condition of receiving the annual allocation of <br />CDBG funds the City is required by HUD to submit these plans. <br />Housing Manager Hernandez provided a brief overview of the Five -Year Consolidated Plan and the <br />Annual Action Plan. He reported approval of the Annual Action Plan and the Five -Year Consolidated <br />Plan will not have a direct fiscal impact on the City but is required for the City to receive the funding for <br />FY 2020. He advised the recommendation is for City Council to approve the item and direct staff to <br />submit the plans to HUD by the applicable deadline. <br />In response to Councilmember Pentin's inquiry, Housing Manager Hernandez clarified the Five -Year <br />Consolidated plan is different from these community meetings that were held in Berkeley, Oakland, and <br />Hayward. Councilmember Pentin would like to see community outreach in the future for the Five -Year <br />Consolidated Plan. <br />In response to Councilmember Brown's inquiry, Housing Manager Hernandez confirmed Americans <br />with Disabilities Act (ADA) accessibility to parks, sidewalks, and neighborhood parks would be eligible <br />to be funded through CDBG funds in the future. <br />City Council Minutes Page 6 of 9 May 19, 2020 <br />
