MOTION: It was m/s by Brown/Testa to adopt and waive full reading of Resolution No. 20-1159 approving Substantial Amendments to the FY 2015-2019 Consolidated Plan, FY 2019/20 Annual Action Plan, and Citizen Participation Plan to access $201,314 in Community Development Block Grant Coronavirus (CDBG-CV) Funds and allocate the CDBG-CV to respond to COVID-19. Motion passed by the following vote: Ayes: Councilmembers Brown, Pentin, Testa, Vice Mayor Narum Noes: None Absent: Mayor Thorne MATTERS INITIATED BY COUNCIL Councilmember Testa requested staff provide a brief overview to the public as to how the City will celebrate Pleasanton's graduating high school seniors. City Manager Fialho reported the City has been actively working with the Pleasanton Unified School District Superintendent and their needs, but actions have been hampered because of the health order. He reported that on May 20, 2020, a congratulatory banner to Pleasanton's High School Seniors will be hung under the Pleasanton Arch along with purple and blue ribbons being tied to street poles on Main Street in support of the graduating seniors. City Manager Fialho reported the Pleasanton Unified School District expressed an interest in providing firework's in support of graduating seniors, and although some funds have been raised through negotiating, there are still fiscal limitations. He advised he pledged the City to fund the gap up to $25,000 for the show on May 29 following the virtual graduation and it will be televised for residents who cannot physically view it from their homes. In response to Councilmember Testa's inquiry, City Manager Fialho reported the Downtown Pleasanton Association has led a discussion with property owners, retailers, and restaurants about their desired objective and noted a recommendation was received by the City which will be reviewed to develop an Operational Plan that addresses scope and need. He believes in-person outdoor dining will be available after May 31 st with the updated Health Order and will have more information in the next week. Councilmember Testa requested a companion item to go along with Item No. 07 to obtain a staff report on policy for items that will be funded under the item. In response to Councilmember Brown's inquiry, Councilmember Testa clarified her request is to look at Police Department policies on how the equipment is used. In response to Councilmember Brown's inquiry, City Manager Fialho advised the policy information is on the City's website. Councilmember Testa would like City Council to have the discussion. Councilmember Brown supported the request. Councilmember Pentin expressed his opposition to the request. Vice Mayor Narum expressed her opposition to the request until the new Police Chief is on board. City Manager Fialho reported the new Police Chief will be on board after Memorial Day. Councilmember Brown suggested the item be bifurcated to separate the Body Cameras from the Tasers. City Attorney Dan Sodergren advised Item No. 07 is a Purchase Agreement and if a discussion of a Use and Training Policy were pursued it would be a separate item. He clarified when the item is brought back at the June 2nd meeting, the discussion will be limited to the purchase of equipment. Councilmember Brown expressed her support for a companion item to discuss policy. Councilmember Pentin opposed the discussion.
