PUBLIC HEARINGS AND OTHER MATTERS 10. Public Hearing - Consider the following related to Housing and Human Services Grants and Community Grant Program: (a) Approve allocations for Housing and Human Services Grant and Community Grant Program Funds for 2020 grant funding cycle (City FY 2020/21) (b) Approve the Five -Year Consolidated Plan for FY 2020-24 and the Annual Action Plan for FY 2020/21 for use of the Federal Community Development Block Grant Funds (c) Adopt a resolution approving Substantial Amendments to the FY 2015-2019 Consolidated Plan, FY 2019/20 Annual Action Plan, and Citizen Participation Plan to access $201,314 in Community Development Block Grant Coronavirus (CDBG-CV) Funds and allocate the CDBG-CV to respond to COVID-19 Councilmember Testa disclosed she is on the board of NAMI Tri -Valley, a past board member of Tri - Valley Resources Education Activities Community and Housing (REACH) an currently a volunteer for Meals on Wheels. She received an opinion from the Fair Political Practices Commission that as a non - compensated officer she has no conflict of interest and is allowed to participate in discussion and voting on all items on the agenda. Community Services Manager Jay Ingram introduced Item 10(a) and reported it consists of two grant programs, the Housing and Human Services Grant Program and the Community Grant Program. He advised 2 pre -application workshops were held in December to provide information and allow for staff to answer any questions from prospective applicants. He noted the application period was December 20, 2019 through January 27, 2020, and have been reviewed by City staff and various commissions who provided funding recommendations to the City Council. Community Services Manager Ingram reported the Human Services Commission reviewed 23 applications representing 14 agencies for the Housing and Human Services Grant. He advised the Commission made recommendations to fund 12 agencies through 12 different projects. He recapped that the Human Services Needs Assessment Strategic Action Plan identified exploring multi-year contracts with core safety -net providers. For that purpose, he reported a Request for Qualifications was conducted and Access Community Health was recommended to provide a program that will meet the needs of students in middle and high school. He reported the program will offer on-going group counseling programs that will last eight weeks, and one-on-one counseling as deemed appropriate. Community Services Manager Ingram reported a waiver was received from the U.S. Department of Housing and Urban Development (HUD) which allows the City to exceed the statutory 15% cap on CDBG public services dollars and allows the use of CDBG capital funds towards public service grants or projects. He advised staff reviewed the waiver and determined a funding gap of $67,367 exists and recommends the City Council make an additional appropriation from the General Fund to cover the requested amendment to the Human Services Commission. Additionally, he reported the recommendation is to fully fund the applicants identified as they provide core services to Pleasanton's most vulnerable residents in areas such as Disability Services and Access, Food and Nutrition, Health Care and Behavioral Health Care, Senior Services, Workforce Development, Youth Services, and Homelessness and provided highlights of various programs. Community Services Manager Ingram reported staff recommends to fully fund the applicants identified by the Human Services Commission at the levels listed. Housing Manager Steve Hernandez presented the Housing and Human Services Grants and noted the Housing Commission received 7 applications and recommends fully funding 6 for a total of $460.153 City Council Minutes Page 4 of 9 May 19, 2020
