Jennifer Duncan expressed her support for Item 4 and noted any loopholes will be exploited by the Tobacco industry to market to youth. Sophia Thompson expressed her support for Item 4 and encouraged the ban of menthol cigarettes. Jen Grand-Lejano, Government Relations Director for the American Cancer Society Cancer Action Network, applauded recent amendments to strengthen the ordinance and looks forward to the Tobacco Retailer License introduced as a second ordinance. She encouraged City Council to not consider any future exemptions for premium tobacco products and to remove the Youth Penalty Clause. Liz Williams, Americans for Non-Smoker's Rights, expressed her support for Item 4 and encouraged setting a minimum price for tobacco products and banning the sale of all flavored tobacco products. Craig Austin Wingate, Alameda County Tobacco Control Coalition, expressed his support for Item 4 and encouraged City Council not to be intimidated by Big Tobacco's tactics which include lawsuits and requests for carve-outs. In response to John Bower's inquiry requesting confirmation his email was received and distributed Vice Mayor Narum confirmed his email was received. Vice Mayor Narum noted Item 4 has been continued to the June 1611 Council meeting and discussion on the Tobacco Retailer's License will take place on June 2na Vice Mayor Narum closed public comment. Presentation of a proclamation declaring May as Mental Health Awareness Month Councilmember Testa noted the increase in mental health challenges due to the COVID-19 pandemic. She read the proclamation and introduced Marcia McInnis, Vice -President of National Alliance on Mental Illness (NAMI) Tri-Valley. Ms. McInnis thanked the City for the proclamation. She commented millions of Americans face the reality of living with mental illness annually and noted NAMI Tri-Valley provides support and education for mental illness. 9. Public Comment Stephen Bull addressed City Council regarding the Pleasanton Girls Softball League and expressed interest in starting a dialogue with City leadership to begin planning and preparing for softball activities based upon the league's return to play. City Manager Nelson Fialho reported staff is working with all civic sports leagues to enable them to restart when the County Health Order allows. He noted he will be sharing Mr. Bull's request with the Alameda County Health Department along with other requests for youth camps, and if approved, will work with him and other organizations to offer sports fields for practices and limited activity.
