Surface mining permits are issued and administered by Alameda County to regulate <br />surface mining operations, to ensure that adverse environmental impacts are <br />minimized, and mined lands are reclaimed to a usable condition. In 1981, Alameda <br />County adopted a specific plan for the quarry areas between Pleasanton and Livermore <br />to function as a master reclamation plan to address (and mitigate impacts of) mining <br />operations within the area designated for quarry use by the Alameda County General <br />Plan. <br />PGC has submitted various applications for SMPs to Alameda County for the three <br />parcels in question in recent years; however Alameda County staff has indicated that <br />these applications have been withdrawn, subsequently resubmitted, and then on <br />occasion been put on hold by PGC pending negotiations with the likely mining operator, <br />Vulcan Materials. Alameda County staff indicates there is currently no approval for <br />mining on any of the three sites.10 <br />Traffic Engineering <br />Pleasanton Traffic Engineering staff has provided an initial evaluation of potential traffic <br />impacts from an industrial park -type development on the three sites. Based on this <br />preliminary assessment, from a Traffic Engineering perspective, industrial development <br />as contemplated by the City of Livermore will add several hundred peak hour trips to <br />and from 1-580. The intersection of Stoneridge Drive and EI Charro Road has three <br />southbound left turn lanes and two westbound right turn lanes, and these lane <br />geometries appear to be adequate to handle the increased traffic volume. It is <br />anticipated that the Interstate -580 interchange at EI Charro Road will be widened in the <br />next 5-10 years; the City of Pleasanton would like to see how any project -related traffic <br />impacts this interchange as well as on other critical City of Pleasanton roads and <br />intersections. The City would request a comprehensive traffic study be completed, <br />including the development of these parcels and other cumulative projects in the vicinity <br />(in Pleasanton, Livermore and Dublin) to determine what traffic impacts may result and <br />how they should be mitigated. The City of Livermore's long-range circulation plans in <br />this area include capacity improvements on Jack London Boulevard (increasing the <br />road from its existing two -lanes to four lanes, as well as eliminating the existing "s - <br />curve" on Jack London north of SMP 39); the City of Pleasanton would request that <br />these improvements be advanced as the three sites are developed. <br />10 The land on which SMPs are approved have underlying zoning designations of Water Management and <br />Large Parcel Agriculture under the Alameda County East County Area Plan. Subject to the provisions of <br />Measure D, the Water Management land use designation provides for sand and gravel quarries, reclaimed <br />quarry lakes, watershed lands, arroyos, and similar and compatible uses. The Large Parcel Agriculture <br />designation provides for agricultural uses, agricultural processing facilities, limited agricultural support service <br />uses, secondary residential units, visitor -serving commercial facilities, recreational uses, public and quasi - <br />public uses, solid waste landfills and related waste management facilities, quarries, wind farms and related <br />facilities, and utility corridors. Therefore, presumably, the Industrial land use designation in Alameda County <br />East County Area Plan would need to be modified for a SMP to be approved for the subject properties. <br />Page 7 of 10 <br />
