Utility Planning <br />Based on available information today, the subject properties would most readily be <br />served by utilities within the City of Livermore. Although extension of those utilities will <br />likely be required, doing so will likely be shorter and less costly than extending existing <br />utilities from Pleasanton, which would need to come from the southeast and through the <br />East Pleasanton Specific Plan area. As such, availability of utilities from Pleasanton will <br />likely be dependent on the development outcomes of the EPSP, which may not match <br />well with the development timeframes being contemplated by PGC. <br />Livermore Municipal Airport <br />The subject properties are located in close vicinity to the Livermore Municipal Airport. <br />The Livermore Municipal Airport Land Use Compatibility Plan (ALUCP) is the guiding <br />document that sets forth the compatibility criteria to be used by local agencies to <br />prepare and amend land use plans and ordinances. For example, the ALUCP identifies <br />safety compatibility zones for various uses in designated "zones" near the airport. Table <br />3 summarizes the safety compatibility zones for each of the three properties based on <br />the ALUCP. Generally, SMP -38 has the most restrictions on uses due to its close <br />proximity to the airport. Table 4 provides a summary of whether example uses, <br />including offices, manufacturing/research and development, and <br />warehousing/distribution facilities are permitted in each of the safety compatibility zones <br />based on the ALUCP. Residential development is permitted in Zone 6 and Zone 7 <br />when located outside of the Airport Protection Area. SMP -38 and SMP -39 are located <br />inside the Airport Protection Area and thus residential development would not be <br />permitted; SMP -40 is partially located in the Airport Protection Area so a portion of the <br />property could potentially be developed with residential uses, but given other potential <br />constraints related to the airport and other factors such as desired land use by the City <br />of Livermore, residential use on SMP -40 is unlikely." Further, other compatibility criteria <br />within the ALUCP may further restrict uses on the subject properties.
