any specific properties or areas), to be determined by the specific plan process.7 The <br />2009 General Plan makes clear that although the General Plan land use map indicates <br />several types of land use that may be considered in the specific planning process, it <br />confers no entitlement to any future development of land in East Pleasanton. Earlier in <br />2020, the City Council provided direction for staff to proceed with development of the <br />East Pleasanton Specific Plan, with a "blank slate" approach as to potential future land <br />uses. <br />General Plan Land Use Designations <br />The three properties that are the subject of this report are not specifically discussed in <br />the Pleasanton General Plan (they are all located outside Pleasanton's Planning Area), <br />but the General Plan does acknowledge that the quarry land between city limits of <br />Pleasanton and Livermore provides a valuable separator between the two cities.8 <br />Table 2 summarizes the Pleasanton, Livermore, and Alameda County land use <br />designations for the three parcels. <br />TABLE 2: GENERAL PLAN LAND USE DESIGNATIONS <br />SMP -38 SMP -39 SMP -40 <br />Pleasanton No General Plan land use designation <br />(all three sites are outside Planning Area as defined by the General <br />Plan) <br />Livermore Limited Agriculture, Parks, Trailways, Parks, Trailways, <br />Parks, Trailways, Recreation Areas, Recreation Areas, <br />Recreation Areas, and Sand and Gravel and Sand and Gravel <br />and Sand and Gravel <br />Alameda County (East All three sites are designated Industrial' <br />County Area Plan) <br />Surface Mining Permits <br />Much of the area lying between Pleasanton and Livermore has been, and continues to <br />be, mined and processed for aggregates such as gravel. PGC has been a long-time <br />property owner in this area. <br />I The seven Pleasanton General Plan land use designations for the East Pleasanton Specific Plan include: <br />Public and Institutional, High Density Residential, Business Park, Retail/Highway/Service <br />Commercial/Business and Processional Offices, Parks and Recreation, General and Limited Industrial, and <br />Water Management/Habitat/Recreation. <br />8 See page 2-11 of the General Plan.
