Planning Area: In accordance with Government Code §65300, the planning area
encompasses an area within which the city designates the future use of land
"bearing a relation to the city's planning." In some areas of Pleasanton, the
planning area is substantially beyond the SOI, UGB, and city limit line (see
Attachment 1); in this particular area the boundary of planning area is in some
locations coterminous with the sphere of influence, and in other locations it is
inside Pleasanton's SOI.
All three parcels are outside Pleasanton's Planning Area, but inside Livermore's
Planning Area.6
Table 1 summarizes each of these boundaries for both Pleasanton and Livermore.
TABLE 1: PLANNING AND JURSIDICTIONAL BOUNDARIES
SMP -38
SMP -39
SMP -40
City Limit Line
Pleasanton Outside
Outside
Outside
Livermore Outside
Outside
Outside
Urban Growth Boundary
Pleasanton Outside
Outside
Outside
Livermore Inside
Inside
Inside
Sphere of Influence
Pleasanton Inside
Inside
Inside
Livermore Outside
Outside
Inside
Planning Area Boundary
Pleasanton Outside
Outside
Outside
Livermore (see Inside
Inside
Inside
footnote)
East Pleasanton Specific Plan Area
Attachment 1 and Attachment 2 also include the East Pleasanton Specific Plan
boundary. As shown, SMP -38 and SMP -39 are in close proximity to the specific plan
boundary.
While Pleasanton's 1996 General Plan land use map identified land uses for what is
now the East Pleasanton Specific Plan area, it is the current General Plan (adopted in
2009) that identifies and delineates the East Pleasanton Specific Plan area as a "future
specific plan area" and includes seven potential land use designations (not allocated to
SMP -40 is within the SOI of both Pleasanton and Livermore; a change to this "shared SOI" is pending further
analysis by LAFCo staff.
6 The City of Livermore's General Plan land use map does not identify the Planning Area, but Livermore staff
has indicated it includes the Livermore city limits and the area within its SOI, with the rationale that its
General Plan identifies a land use for any parcels in Alameda County that may one day become City of
Livermore parcels in an annexation. Despite SMP -38 and SMP -39 being outside Livermore's SOI,
Livermore's General Plan land use map includes land uses for the subject properties. Therefore, they are noted
as being inside Livermore's Planning Area for purposes of this report; however, this could be a point of
clarification during future conversations with Livermore.
