Law enforcement and investigative activities (dispatched calls for service, <br />self -initiated enforcement stops, consensual encounters, field interview, <br />investigative detentions and arrests) <br />2. Any other situation where an officer or supervisor determines its use would <br />be appropriate or valuable to document an incident or record contact between <br />the public and the department <br />When a member does not record as required by policy, the member is required to <br />articulate the reasons for the failed activation in the computer-aided dispatch system <br />and in a memo to his or her Division Commander at the conclusion of the incident. The <br />policy prohibits intentional inactivation of a camera and early termination of a recording <br />in order to commit a violation of the law or any department policy. <br />The policy outlines when it is appropriate for a department member to end a recording. <br />This is generally after the incident they are involved in is over and no further <br />communication with participants or witnesses of an incident is reasonably anticipated. <br />The body worn camera system may not be used to record personal interactions with <br />department members or members of the public for any personal or non -law <br />enforcement -related purposes. Members may not make copies, duplicate or distribute <br />any recordings from the camera system outside of official police duties. Department <br />members are prohibited from using any personally owned cameras while working <br />unless specifically authorized to do so by a Division Commander for a specific purpose. <br />Members are not required to, but may, obtain consent from a person when recording. <br />Members are not required to inform someone they are being recorded. Members and <br />their supervisors may use discretion in recording highly sensitive or private encounters. <br />Examples of these include when a member is inside a medical facility or ambulance not <br />related to a criminal manner or during very sensitive cases such as domestic violence, <br />sexual assault or child abuse (photographs and audio recordings are still required). <br />The policy explains the responsibilities of the Personnel & Training Supervisor, <br />Custodian of Records, Property & Evidence Technician, Program Manager, supervisors <br />and individual department members regarding the maintenance of the cameras and <br />retention of digital evidence. <br />The policy allows officers to review footage captured on their own body worn cameras <br />for specific purposes such as completing their investigation and completing reports, <br />Page 7 of 8 <br />
