and when it will not endanger officers or the public. The policy allows for application of <br />the CED in the following circumstances: <br />1. A subject is violent or is physically resisting. <br />2. The subject has demonstrated, by words or action, an intention to be violent <br />or to physically resist, and reasonably appears to present the potential to <br />harm officers, him/herself or others. <br />3. To deal with a potentially dangerous animal which appears to pose an <br />imminent threat to human safety. <br />When a suspect is fleeing, without any other factors, a CED application is not permitted. <br />The CED is not to be used on pregnant women, the elderly, obvious juveniles or those <br />who are handcuffed or otherwise restrained unless the specific set of circumstances <br />calls for an application. The CED should not be used on those who have been sprayed <br />with pepper spray or who are in a physical position where they could fall and be injured <br />because of the application. The CED is never to be used to psychologically torment, <br />punish or elicit statements from anyone. <br />Ideal targeting locations are outlined in policy and through training. The policy <br />recognizes during a physical altercation, precise aiming of a CED can be difficult. <br />Officers are instructed to avoid applying the CED to the head, neck, chest or groin. <br />Following a CED application, officers must evaluate the CED's effectiveness and <br />determine if additional applications appear reasonable. <br />Officers are required to seek medical treatment for a person following a CED application <br />and to notify a supervisor of the application. The policy outlines reporting procedures to <br />ensure thorough documentation and review of all CED applications. <br />Department Policy — Body Worn Cameras <br />Pleasanton police department Policy Manual Section 450 outlines use of body worn <br />cameras by officers and professional staff assigned to field operations. <br />All department members, including managers, who are assigned body worn cameras <br />shall wear the device when working any uniformed assignment. Members assigned to <br />non-uniform assignments shall wear and activate the cameras during pre -planned <br />enforcement encounters or when directed by a supervisor. Police managers are exempt <br />from wearing their cameras when inside the police station or while performing <br />administrative functions. <br />Policy Manual Section 450.3 outlines when a body worn camera is to be activated. <br />Outside of exceptional circumstances, including mechanical failures or if a situation <br />makes it unsafe to do so, members are required to activate their cameras during the <br />following situations: <br />Page 6 of 8 <br />
