Pleasanton Police Department ATTACHMENT 4 <br />Pleasanton PD Policy Manual <br />Body Worn Camera Systems <br />450.1 PURPOSE AND SCOPE <br />This policy provides guidelines for the implementation of audio and video recording of field activity <br />through the use of Body Worn Camera Systems (BWCS), by members of the Department while <br />in the performance of their official law enforcement duties. The primary use of BWCS is intended <br />to assist and enhance the mission of the Department by providing documentary evidence for use <br />in criminal investigations, prosecutions, internal or administrative personnel investigations, civil <br />claims and litigation, and any other evidentiary -based hearings in which the Pleasanton Police <br />Department members are called upon to provide evidence and/or testimony regarding events that <br />occurred during the course and scope of their law enforcement duties. <br />450.2 POLICY <br />Wearing the BWCS: All Department members, including Police Managers who are assigned a <br />BWCS shall wear the device when working any uniformed assignment and shall activate the <br />device as provided in this Policy. Except as otherwise provided in this Policy, any Department <br />member assigned to a non -uniformed position, including the Criminal Investigations Unit, the <br />Special Enforcement Unit, and SWAT, including Police Managers, shall wear and activate the <br />device during pre -planned enforcement encounters such as probation searches, parole searches, <br />arrests or search warrant entries, gang enforcement, or as directed by a Supervisor. <br />Police Managers are exempt from wearing their BWCS while inside the Department or while <br />performing administrative functions. <br />450.3 ACTIVATION OF THE BODY WORN CAMERA SYSTEM <br />This policy is not intended to describe every possible circumstance in which the BWCS should <br />be used, however, it should be used when the officer or Supervisor reasonably determines that it <br />would be appropriate and/or valuable to the documentation of a law enforcement related incident. <br />Unless it is not safe or practical to do so, or mechanical issues or other logistical or operational <br />considerations are present, as determined by a Supervisor, members shall make every effort to <br />activate their BWCS prior to making contact with members of the public, or as soon as reasonably <br />possible under the circumstances in any of the following types of incidents. <br />a. Law enforcement and investigative activities including, but not limited to, dispatched calls for <br />service (upon arrival on scene), response to calls for back-up, self -initiated enforcement stops <br />(including but not limited to traffic and pedestrian violations, stranded motorist assistance, and <br />crime interdiction stops), consensual encounters, field interview, investigative detentions, and <br />arrests; <br />b. probation and parole searches; <br />c. service of search and arrest warrants, <br />Copyright Lexipol, LLC 2020/09/22, All Rights Reserved.
