relQUINCY <br />=9 ENGINEERING <br />ADDITIONAL SCOPE OF WORK <br />The original scope of work included preparing 65%, 95% and 100% PS&E documents based on City - <br />approved preliminary scoping layout prepared by Quincy and approved by the City under a separate <br />Task Order. That scoping layout added a southbound Class II bike lane from the 1-580 EB off ramp <br />intersection to the Owens Drive Intersection, a southbound right turn lane and incorporate associated <br />signal and lighting modifications at the Hopyard Road/Owens Drive intersection. Below, in <br />approximate chronological order of when they were introduced, is a listing of the out of scope items <br />performed by Quincy Engineering in support of the project. <br />Preliminary Engineering Redesigns <br />At the start of the current task order, the City requested design changes that required Quincy to revise <br />the scoping preliminary engineering design via three preliminary design change submittals described <br />below. The following changes were unanticipated and therefore not accounted for in the task order <br />scope and fee: <br />Per the City's request, the bike lane was shifted to the right of the right turn lane and a 2' <br />buffer with bollards was added along the southbound bike lane (Class IV) shifted to the right of <br />the right turn lane. Protected intersection features were also incorporated. <br />Comments on the above revised preliminary engineering submittal were related to modifying <br />the bike lane crossing through the protected intersection. Quincy responded by providing four <br />options for the bike lane crossing alignment - highlighting the impact on the eastbound limit <br />line location and sight distance. <br />When the City selected the preferred protected intersection configuration, a comment was <br />made to convert the existing northbound bike lane to a buffered bike lane by shifting the <br />traveled way west and reducing the NB and SB outside lane widths. Quincy modified the layout <br />accordingly. <br />Scope Changes for 65% and 95% Designs <br />Quincy prepared and submitted 65% Plans based on the approved revised preliminary layout with <br />buffered and separated (buffer/bollard) bike lanes and protected intersection. The City also asked <br />Quincy to include replacement of the 12" Dip water line south of Owens Drive into the project plans. <br />The addition of these design elements led to the following out of scope items: <br />Modify Lighting - Incorporating a buffered bike lane south of the Hopyard/Owens Dr intersection <br />required narrowing the median more than previously anticipated and impacting 3 electroliers in the <br />median, thereby increasing the scope of work to modify lighting beyond the intersection. <br />Additional Drainage Impacts — Because the median curbs south of Owens Drive had to be shifted to <br />incorporate the buffered and separated bike lanes, additional drainage structures were impacted that <br />weren't previously scoped. <br />Water Line Replacement - Quincy was asked to incorporate the replacement of the 12" ductile iron <br />pipe water line south of the Hopyard/Owens intersection into the project.
