water line relocation was called out on the utility plan. At 95%, the water line replacement was fully
detailed. Format changes to the water line relocation plan was requested, incorporated and
resubmitted after the 95% submittal for the City's use.
Changes to Potholing Scope - Potholing was completed in advance of the 65% submittal by Quincy
subconsultant Bess Test Labs. The originally allocated budget for potholing was not sufficient to
include the unanticipated night work only provision or the additional potholes needed for the 12"
water line south of the Hopyard/Owens intersection - which was previously not within the project
excavation limits.
Raised Separated Bike Lane - One City comment on the 65% submittal requested the bike lane be
raised and placed behind the curb and required a significant design change. The curb location shifted
east and the curb profile had to be redesigned. The protected intersection and westerly curb ramps
had to be revised as well to accommodate the transition of the raised bike lane to an at -grade crossing
at the intersection via bike ramps at both ends of the raised bike lane.
Left Turn Lane Widths - Caltrans provided comments on the 95% design and Design Standard Decision
Document stating that the proposed 10' left turn lanes would not be acceptable. In coordination with
the City, it was decided to narrow the median by 05, narrow the northbound bike lane buffer by 0.5'
and narrow the southbound separated bike lane by 1' in order to increase the left turn lane widths to
11'. Quincy prepared draft plans with these revisions, including the curb profiles, pavement
delineation and stage construction. We also resubmitted the DSDD to Caltrans for approval after
incorporating their comments.
Out of Scope Work to be Done
Some of the following additional work items were mentioned above have been initiated, but they have
not been completed. These items plus some additional out of scope items are described below.
Curb Ramp and Driveway Reconstruction - City comments on the 95% submittal that would be
considered additional scope items are replacement of the curb ramp at the northeast quadrant of the
intersection and replacement of the driveway approach in the southeast quadrant that would be
disturbed by the water line replacement. Though the City will advance the water line replacement with
another contract, Quincy assumes that the City will still want the project to reconstruct the driveway
with an ADA path of travel. Quincy will also maintain the assumption from the original task order that
the City will not nee Quincy's assistance to obtain any TCEs for this project.
Bike Lane Buffer Changes - Caltrans' comments on the latest DSDD submittal are to provide a
minimum 2' bike lane buffer for the northbound bike lane and 1.5' buffer for the southbound
separated bike lane. This will require modification of the in -progress plans.
Supplemental Survey - Additional survey will be required to design the curb ramp at the northeast
quadrant and driveway at the southwest quadrant and design the profile of the median curb
realignment north of the eastbound off -ramp intersection.
