Of the 3 recommendations and action items, 2 are being fully implemented including <br /> promoting safety and wellness and adopting a multi-faceted officer safety and wellness <br /> initiative, and providing every officer with individual tactical first aid kits and training as <br /> well as anti-ballistic vests. <br /> In the update report, 1 next step has been identified and is highlighted here: <br /> 6.2.1 Develop a comprehensive outcomes-based mental, physical, and financial <br /> wellness program for all employees. <br /> The Final Report of The President's Task Force on 21st Century Policing provides a <br /> genuine and realistic roadmap for the department to follow to grow legitimacy and build <br /> trust within the Pleasanton community. The department considers the applicable <br /> recommendations and action items presented in the report to be valuable and <br /> achievable. The department has made tangible progress towards accomplishing the <br /> goals set forth in the initial implementation plan and will continue to address the needs <br /> of the department and community through continued implementation of this framework <br /> and other new and emerging professional standards to enhance policing in Pleasanton. <br /> OVERVIEW OF QUALITY ASSURANCE METHODS <br /> As described in Pillar Two of the Final Report of The President's Task Force on 21st <br /> Century Policing, law enforcement agencies are encouraged to periodically review <br /> policies and procedures, conduct nonpunitive peer reviews of critical incidents separate <br /> from criminal and administrative investigations, and establish civilian oversight <br /> mechanisms with their communities. As the task force report states, there is no single <br /> model of civilian oversight and it is difficult to find two oversight models that are <br /> consistent in application. Most civilian oversight models are hybrid processes that blend <br /> varying features of oversight as tailored for each specific community. <br /> This overview outlines the more prominent models in use across the nation. The <br /> oversight models vary between jurisdictions and the examples provided were chosen to <br /> demonstrate the broad concepts that other law enforcement agencies have <br /> implemented. Each of the following models must be evaluated within the context of the <br /> community's current environment, level of trust, and overall policy objectives. <br /> Police Commission <br /> A police commission is a board of individuals appointed by a city council. The board is <br /> comprised of community members who oversee the police department by reviewing and <br /> proposing changes to department policy and procedures. A commission's authority can <br /> range from requiring a city manager to appoint a new chief of police from a list of <br /> candidates provided by the commission, to the authority to terminate a chief of police for <br /> cause.
