THE CITY OF <br /> —•• •• r" CITY COUNCIL AGENDA REPORT <br /> PLEASANTON, <br /> October 1, 2020 <br /> Police <br /> TITLE: CONSIDER ACCEPTANCE OF IMPLEMENTATION PLAN FOR KEY <br /> STRATEGIES FROM THE PRESIDENT'S TASK FORCE ON 21ST <br /> CENTURY POLICING <br /> SUMMARY <br /> During a Special Meeting of the City Council on July 14, 2020, to review and discuss <br /> policing policy, the City Council requested the department present an update on the <br /> implementation report of the President's Task Force on 21st Century Policing. The <br /> attached report includes an overview of the recommendations including highlights of the <br /> six pillars and next steps the department is either in the process of implementing or <br /> plans to implement in the future. Staff is requesting feedback and acceptance of this <br /> update. <br /> Additionally, the City Council requested an overview of the department's current system <br /> of accountability and its proposed plan to involve the community in policing policies and <br /> strategies. Oversight models evaluated include creation of 1) a Police Commission, 2) <br /> an Independent Police Auditor, 3) a Police Chief's Advisory Board. Staff is <br /> recommending the formation of a Chief's Advisory Board, as well as implementation of <br /> twice per year community policing and department updates to the City Council. <br /> STAFF RECOMMENDATION <br /> 1. Accept the department's Advancing 21St Century Policing: Status Update 2020 <br /> report. <br /> 2. Establish a Police Chief's Advisory Board to advise the Chief of Police on matters <br /> of public safety, as well as twice per year community policing and department <br /> updates to the City Council. When factored together, this would enhance the <br /> department's ability to be more transparent and expand opportunities public input <br /> and collaboration with the City Council. <br /> FINANCIAL STATEMENT <br /> Establishment of a Police Chief's Advisory Board may have costs associated with the <br /> administrative aspects of implementation including staffing meetings and preparing <br /> meeting materials. The associated financial impact is anticipated to be negligible and <br /> easily absorbed in the Police Department (Department) budget using existing staff. <br />
