response team to better address and enhance the City and police
department's response to individuals experiencing mental health crises.
This process is underway.
4.5.1 Continue to host community meetings with diverse communities.
4.5.3 Establish a Police Chief's Advisory Board (See discussion below).
4.6.3 Share task force recommendation with PUSD for youth-led alternatives to
school discipline.
4.6.8 Continue collaborating with PUSD toward the development of a
Memorandum of Understanding to clearly define the role and
responsibilities of School Resource Officers.
At its August 20, 2020, meeting the City Council requested the initiation of
discussion with the Pleasanton Unified School District regarding continued
use of School Resource Officers and review of the DARE program
effectiveness. This process is underway.
Pillar Five: Training and Education
Pillar Five focuses on the expanding responsibilities of law enforcement and the
importance of effective and diverse training. Today's officers and leaders must be
trained and capable of addressing a wide variety of challenges including terrorism,
evolving technologies, rising immigration, changing laws, new cultural norms, and a
growing mental health crisis. To ensure the high quality and effectiveness of training
and education, law enforcement agencies should engage community members,
particularly those with special expertise, in the training process and provide leadership
training to all personnel throughout their career.
Of the 4 recommendations and action items, 3 are being fully implemented. Those three
are implement ongoing, top down training for all officers in cultural diversity and related
topics with the assistance of community advocacy groups; implement training for
officers that cover policies for interactions with the LGBTQ+ population; and encourage
and incentivize higher education.
In the update report, 3 next steps have been identified with one highlighted here:
5.9.2 Provide updated LGBTQ+ training for all department personnel.
Pillar Six: Officer Wellness and Safety
Pillar Six emphasizes the support and proper implementation of officer wellness and
safety as a multi-partner effort. The wellness and safety of law enforcement officers is
critical not only for the officer, their colleagues, and their agencies but also to public
safety.
