Pillar Two: Policy and Oversight <br /> Pillar Two emphasizes the need to collaborate with communities to develop policies and <br /> strategies for deploying resources that aim to reduce crime by improving partnerships <br /> and increasing community engagement. Agencies should have clear and <br /> comprehensive use of force policies (including training on the importance of de- <br /> escalation), mass demonstrations, consent before searches, gender identification, racial <br /> profiling, and performance measures. Policies and aggregate data should be made <br /> publicly available. Agencies are encouraged to periodically review policies and <br /> procedures, conduct nonpunitive peer reviews of critical incidents separate from <br /> criminal and administrative investigations and establish civilian oversight mechanisms <br /> with their communities. <br /> Of the 21 recommendations and action items, 14 are being fully implemented. For <br /> example, use of force policies are openly available for public review; training policies <br /> should emphasize de-escalation and alternatives to arrest when appropriate; <br /> independent criminal investigations and external prosecutors for officer-involved use of <br /> deadly force; scientifically supported eyewitness identification practices that eliminate <br /> presenter bias; and policies prohibiting profiling and discrimination. <br /> In the update report, 10 next steps have been identified with several highlighted here: <br /> 2.2 In 2020, the police department will explore an "early warning system" <br /> police management tool designed to identify officers who may require <br /> supervisory intervention to correct behavior. <br /> 2.2.1 The department will continue to increase the number of personnel certified <br /> in Crisis Intervention Training (CIT) and utilize third-party subject matter <br /> experts in future de-escalation training. <br /> 2.6 The department will implement RIPA mandates in 2021 by collecting data <br /> and present the results to the City Council and community by March 2022. <br /> The department will also ensure systems and processes comply with <br /> changes in reporting to the state as required by RIPA. <br /> Pillar Three: Technology and Social Media <br /> Pillar Three focuses on the department's adoption and use of new technology to build <br /> community trust and legitimacy with the community by engaging and educating its <br /> members. Technology and social media allow for dialogue to take place between the <br /> department and the community regarding their expectations for department <br /> transparency and accountability and the protection of individual privacy. <br /> Of the 7 recommendations and action items, 6 are being fully implemented. For <br /> example, deploy smart technology designed to prevent tampering with or manipulating <br /> of evidence; encourage public engagement and collaboration when developing policy <br /> Page 4 of 10 <br />
