Task 2.0 - PFAS Treatment Siting Evaluation
Task 2.1 - Well 5/6 and Well 8 Site Planning
The purpose of this task is to meet with the City's planning and operations departments to identify
preliminary site planning requirements for treatment facilities constructed at Well 5/6 and/or Well 8 sites.
Planning requirements include property line offsets, height restrictions, visual mitigations measures,
operational access criteria, and other items that may impact the site design. A major decision resulting from
this meeting shall be whether the treatment vessels and auxiliary equipment can be kept outdoors or shall be
housed inside a building. Since the Well 5/6 site is limited on space, preliminary site planning requirements for
treatment at City property located across the street from Well 5/6 shall also be identified. CONSULTANT shall
prepare meeting agenda, conduct the meeting, and prepare meeting minutes.
Task 2.2 - Infrastructure to Support Centralized Treatment at Well 8
The purpose of this task is to identify infrastructure requirements to deliver water from Well 5/6 to Well 8 to
support centralized PFAS treatment at Well 8. The City is currently performing a Water Capacity Evaluation
(including hydraulic modeling) under a separate contract that will provide key information for this task. The
CONSULTANT tasks are summarized below with assistance by City, as noted.
• The CONSULTANT will perform a preliminary pipe alignment analysis (including desktop utilities
review) to determine preferred pipe route from Well 5/6 to Well 8 (and from Well 8 back to Well 5/6
area if required).
• The City will perform a hydraulic evaluation to determine the pipe size, tie-in location, and pressure
requirements for delivering Well 5/6 treated water back into the distribution system; or if it can
combined with Well 8 treated water. This work will be performed under the City's Water Capacity
Evaluation Project.
• The CONSULTANT will perform a Well 5, 6, and 8 pump hydraulic evaluation to determine any
modifications needed to existing pumps to meet flow/head requirements of a centralized
treatment system. Evaluation includes determining if a booster station is needed at the Well 8 site.
• The CONSULTANT will provide estimates of capital and O&M costs associated with infrastructure
to support a centralized treatment system. These costs shall be factored into the life -cycle cost
analysis performed in Task 2.3.
A workshop with CONSULTANT, City staff, and City's consultant performing Water Capacity Evaluation
shall be conducted to review results and recommendations. CONSULTANT shall prepare meeting agenda,
conduct the meeting, and prepare meeting minutes.
Task 2.3 - PFAS Treatment Siting Evaluation and Process Design
The CONSULTANT will perform a PFAS treatment facility siting analysis to compare the alternatives of
dedicated PFAS treatment systems at Well 5/6 and 8 vs. a centralized treatment system at Well 8. The
analysis shall include a recommendation of the preferred alternative to proceed with for basis of design.
pw://Carollo/Documents/Client/CA/Pleasanton/_Proposals/Well 5, 6 and S PFAS Treatment and Well Improvements BODR/Exhibit A_Well 5, 6 and B PFAS Treatment and Rehabilitation Scope.dou
PAGE 4of10
