Following completion of the 30 -day public review <br />period, WRA will respond to agency and public comments submitted on the Draft IS/MND and will then <br />prepare the Final IS/MND. The extent of work necessary to complete the Final IS/MND is contingent <br />upon the number and nature of public comments received after the Draft IS/MND is circulated. The Final <br />IS/MND will include any revisions that may be required by the responses to comments, as well as a <br />Mitigation Monitoring and Reporting Program (MMRP). <br />PHASE 2, REGULATORY PERMITTING <br />Phase 2. TASK 2: Prepare a Corps Regional General Permit Application <br />WRA submitted the draft RGP application for City review and received comments. A final submittal <br />document will be prepared and submitted to the Corps. <br />Phase 2, TASK 3: RWQCB Section 401 Water Quality Certification for the RGP <br />WRA will complete the draft application materials for City review, incorporate comments, and then submit <br />a final document to RWQCB. <br />Phase 2, TASK 4: ESA Section 7 Formal Consultation for the RGP <br />The agency pre -application meeting led to substantial revision of the BRA to accommodate the permitting <br />strategy and will need to be reflected in the BA document to be completed. A draft report for City review <br />will be prepared. Then WRA will incorporate comments and submit the final document to the Corps. <br />Phase 2, TASK 5: CDFW Streambed Alteration Agreement for Routine Maintenance <br />WRA will complete the draft application materials for City review, then incorporate City comments, and <br />submit a final document to CDFW. Once CDFW issues a draft agreement, WRA will review the draft <br />agreement and make recommendations to Client to accept the agreement or request modifications. <br />Phase 2, TASK 7: Regulatory Agency Coordination <br />This task covers meetings with the Client and project team as well as negotiations with the resource <br />agencies as part of the permit application process. The project manager and technical staff or the <br />principal to be available for phone or video conference meeting with the Client and regulatory agencies <br />as needed. Agencies may request site visits to discuss the proposed Project and potential impacts on <br />areas within their jurisdiction. This task includes time for WRA to attend one site visit with the agency <br />personnel to discuss the Project impacts if requested. It is anticipated that this task will last several <br />months during the current agency timelines for RGP and Section 7 processing. <br />Phase 2, TASK 8: Proiect Management <br />This task will cover general project team meetings with the City and internal collaboration, and to keep <br />the City up to date on the progress of the permitting process and schedule. This task will also support <br />WRA providing assistance to the project team and being available for project questions.
