To support efforts to expand testing services, the COUNTY adopted Alameda County & City <br /> COVID-19 Testing Partnership Framework to coordinate resources and provide technical <br /> assistance to CITY to increase equitable access to testing and lab processing services for <br /> residents most impacted by COVID-19. <br /> General Terms <br /> • It is incumbent on both the COUNTY and CITY to work in a cooperative manner to address <br /> the health and safety needs of county residents impacted by COVID-19. <br /> • By entering into this MOU, CITY agrees to use best efforts to assist the COUNTY in mitigating <br /> the effects of the COVID-19 pandemic upon members of the community. <br /> • The CITY can assist the COUNTY to provide critical emergency response support to local <br /> residents that the COUNTY is unable to reach or lacks the capacity to serve in a timely or <br /> effective manner. <br /> General Best Effort <br /> • The parties understand that a disaster may have a debilitating effect upon CITY itself, its <br /> own staff, or the people it serves, which may affect its ability to perform under this MOU. <br /> • This MOU is based upon CITY's intent to respond and provide assistance to the citizens of <br /> COUNTY, subject to the capacity and resources of CITY at the time of the event. <br /> Duties, Expectations, and Responsibilities <br /> COUNTY's Duties, Expectations, and Responsibilities <br /> 1. The COUNTY shall notify the CITY of the activation of this MOU for provision of goods <br /> and/or services under this MOU. <br /> 2. The COUNTY shall serve as the responsible party for costs not to exceed $1,168,709 <br /> associated with: <br /> A. COVID-19 specimen collection kits to collect samples for testing for SARS-CoV-2; <br /> B. laboratory processing through public, private or state-allocated lab processing <br /> partners; and <br /> C. personal protective equipment (PPE), including N95 or higher-level respirator (or <br /> facemask if respirator is not available), eye protection, gloves and gown, for providers <br /> collecting specimens or within 6 feet of patients to maintain proper infection control, <br /> as defined under this MOU. <br /> Equipment owned and furnished by the CITY shall not be reimbursed by the COUNTY on <br /> the basis of FEMA's current Schedule of Equipment Rates. <br /> 3. The COUNTY shall designate a testing site liaison to CITY from COUNTY government to <br /> assist with coordination of resources and provide technical assistance. <br /> 4. The COUNTY may provide additional personnel/volunteers, as needed, to support CITY <br /> subject to the availability of those resources as determined by the COUNTY. <br /> 5. The COUNTY shall support the local share (approximately 25%) of allowable Federal <br /> Emergency Management Agency (FEMA) personnel costs upon FEMA reconciliation, not <br /> otherwise reimbursed by state or other sources. <br /> 2 of 13 <br />
