6. The COUNTY shall provide the necessary forms and guidelines necessary to receive reimbursement for expenses. 7. The COUNTY shall identify to CITY to whom necessary documents should be submitted to receive reimbursement. 8. The COUNTY shall furnish to the CITY regular situation updates on the status of emergency response services required and closely coordinate with the CITY when reduction or elimination services provided under this MOU are appropriate. 9. The COUNTY shall allow CITY to retain its own identity and follow its own internal management principles, processes, and procedures during disaster operations. CITY's Duties, Expectations, and Responsibilities 1. The CITY shall only provide testing services as outlined in this MOU. If the CITY wished to provide additional goods or services beyond the scope of this MOU, the CITY must first obtain specific written authorization from the CITY before providing such goods and/or services to disaster survivors. 2. The CITY shall furnish overall management for all operations and personnel working under this MOU. 3. The CITY will coordinate with the COUNTY during the demobilization period, as its operations are reduced or shut down entirely to ensure that testing services will continue to be provided when the need exists. Description of Services Provided COUNTY and CITY will provide services in accordance with the Alameda County & City COVID-19 Testing Partnership Framework to coordinate resources and provide technical assistance to increase equitable access to testing and lab processing services for residents most impacted by COVID-19. Additional goods or services subsequently furnished by the CITY will require a written addendum to this MOU, if such goods or services expand the Scope of Work defined in this MOU. Location(s) of Services Provided Alameda County Fairgrounds Gate 12 off of Valley Avenue Pleasanton, CA 94566 Scope of Services Provided The CITY will operate facilities to provide testing for first responders, health care workers, persons with recent suspected exposures to the novel coronavirus and other county residents with the goals to alleviate pressure off hospital emergency rooms, provide quicker answers for recently exposed first responders and health care workers, and to enhance the region's capacity to suppress new transmissions through isolation after testing. 3 of 13
