ATTACHMENT 1 <br /> Memorandum of Understanding between <br /> the County of Alameda and <br /> City of Pleasanton <br /> for COVID-19 Testing Services <br /> Purpose and Parties to this Memorandum of Understanding <br /> The purpose of this Memorandum of Understanding (MOU) is to describe the working <br /> relationship between the County of Alameda, (hereinafter COUNTY) and the City of Pleasanton, <br /> hereinafter (CITY) for the provision of post disaster survivor's services, which may include <br /> goods, services, and/or facilities as described in the Scope of Services, below <br /> Background <br /> On February 28, 2020, the COUNTY reported its first case of infection with a new coronavirus <br /> (severe acute respiratory syndrome coronavirus 2 or SARS-CoV-2) that causes a respiratory <br /> illness known as coronavirus disease 2019 (COVID-19) that originated in Wuhan, China in <br /> December 2019. As of June 15, 2020, the number of reported COVID-19 cases has risen to more <br /> than 7.8 million confirmed cases across more than 210 countries and territories and resulted in <br /> more than 431,500 deaths worldwide. The United States has reported more than 2 million <br /> confirmed cases and 115,000 deaths with California reporting more than 151,000 cases and <br /> 5,089 deaths. In Alameda County, the COVID-19 pandemic has infected more than 4,300 <br /> persons and resulted in 112 deaths in Alameda County. <br /> The COUNTY proclaimed a local health emergency on March 10, 2020. The Governor of <br /> California proclaimed a state of emergency in California on March 4, 2020. The President of the <br /> United States issued an Emergency Declaration on March 13, 2020. <br /> As a result of this proclaimed disaster event in the COUNTY, facilities, services, resources, and <br /> inventories of disaster supplies may be in critically short supply. Under these circumstances, the <br /> COUNTY will use pre-designated relationships, as outlined in the Alameda County & City COVID- <br /> 19 Testing Partnership Framework (Attachment II), and Memoranda of Understandings (MOU's) <br /> with cities to fulfill critical unmet needs. <br /> This MOU outlines an agreement to cooperate in the provision of emergency response activities <br /> and the provision of goods and services for communities impacted by COVID-19. <br /> This Memorandum shall identify both the potential services and goods that may be made <br /> available by the CITY, as well as establish the administrative, record keeping, communication, <br /> and reimbursement protocols. <br /> According to the U.S. Centers for Disease Control and Prevention (CDC), testing for individuals <br /> who are at high risk for contracting the virus is an important strategy to reduce community <br /> transmission of COVID-19, especially as the county relaxes shelter-in-place restrictions and <br /> expands contact tracing. <br /> 1 of 13 <br />
