Prior to the issuance of such permit <br /> <br />~the Director of Recreation shall visit and inspect the property, <br /> <br />!the tree or trees in question, and the surrounding area and <br />l!shall ascertain whether or not a permit should be granted. <br />he determination of the Director of Recreation in granting <br /> <br /> ior denying a permit shall be based upon the following standards: <br /> <br /> a) The condition of the tree with respect to disease, <br /> general health, damage, public nuisance, danger of <br /> falling, proximity to existing or proposed structures, <br />i! interference with utility service and whether or <br />~ not the tree acts as host for a plant which is <br />i parasitic to another species of tree which is in <br /> <br />ii danger of being exterminated by the parasite. <br />!l <br />~, b) The necessity to remove the tree in order to construct <br /> <br /> any proposed improvements to allow economic enjoyment <br /> of the property. <br /> <br />i c) The number of existing trees in the neighborhood or <br />~ area on improved property and the effect removal <br />t! would have upon the public health, safety, general <br /> <br /> welfare of residents and upon the property and <br /> <br /> beauty of the area. <br /> <br />'~i d) The topography of the land upon which the tree or <br />~? trees are situated and the effect of removal thereof <br /> <br /> upon erosion, soil retention, and diversion or flow <br /> <br /> of surface waters. <br /> <br />!i e) Good forestry practices, i.e. the number of healthy <br />~ trees that a given parcel of land will support <br /> <br />!~he Director of Recreation may refer any application to any <br /> <br />Oity department or commission for a report and recommendation. <br />!When a permit is denied the Director of Recreation shall state <br />the reasons for said denial based on the above standards. <br />Section 2-17.07 Emergency. In case of emergency caused by the <br />tree being in a hazardous or dangerous condition requiring <br />immediate action for the safety of structures or human life <br />!~uch tree may be removed by permission of the Director of <br /> <br /> <br />
