Prior to the issuance of such permit ~the Director of Recreation shall visit and inspect the property, !the tree or trees in question, and the surrounding area and l!shall ascertain whether or not a permit should be granted. he determination of the Director of Recreation in granting ior denying a permit shall be based upon the following standards: a) The condition of the tree with respect to disease, general health, damage, public nuisance, danger of falling, proximity to existing or proposed structures, i! interference with utility service and whether or ~ not the tree acts as host for a plant which is i parasitic to another species of tree which is in ii danger of being exterminated by the parasite. !l ~, b) The necessity to remove the tree in order to construct any proposed improvements to allow economic enjoyment of the property. i c) The number of existing trees in the neighborhood or ~ area on improved property and the effect removal t! would have upon the public health, safety, general welfare of residents and upon the property and beauty of the area. '~i d) The topography of the land upon which the tree or ~? trees are situated and the effect of removal thereof upon erosion, soil retention, and diversion or flow of surface waters. !i e) Good forestry practices, i.e. the number of healthy ~ trees that a given parcel of land will support !~he Director of Recreation may refer any application to any Oity department or commission for a report and recommendation. !When a permit is denied the Director of Recreation shall state the reasons for said denial based on the above standards.
