Consultant Support <br /> Due to the specialty inspection services required for the bridge preventative <br /> maintenance projects, retention of an inspection and construction management firm is <br /> necessary. A request for qualifications was advertised and two firms responded. Staff <br /> selected the most responsive consultant, TRC Engineers, Inc., and negotiated the <br /> scope of work and fee for services as outlined in their proposal (see Attachment 1). <br /> Staff recommends the award of a professional services agreement to TRC Engineers, <br /> Inc. for the not-to-exceed amount of$149,958 to be billed on a time and material basis. <br /> In addition to the specialty inspection services, the construction phase will require the <br /> design engineering firm, BCA, to provide as-needed construction support services to <br /> review technical shop drawings and answer requests for information as outlined in their <br /> proposal (see Attachment 2). Staff recommends the award of a professional services <br /> agreement to BCA for the not-to-exceed amount of $19,600. <br /> Finally, a task authorization in the amount of $24,765 will be issued to the City's on-call <br /> consultant, Geocon, Inc., for material and density testing. This testing will be completed <br /> as outlined in the City's Quality Assurance Program. <br /> Bids <br /> Sealed bids for this bridge preventative maintenance project were opened on May 27, <br /> 2020. A total of four bids were received, ranging from the low bid amount of $1 ,358,864 <br /> from California Engineering Contractors, Inc. to $1,545,000. The low bid is 12 percent <br /> higher than the Engineer's Estimate of $1,135,000 (see Attachment 5). <br /> All bid documents were found to be in order and past work performed by California <br /> Engineering Contractors, Inc. was verified to be satisfactory. Staff recommends award <br /> of the construction contract to the lowest responsive bidder, California Engineering <br /> Contractors, Inc., of Pleasanton, Ca. <br /> Budget <br /> The total funding for this project is $1,440,000, and the estimated total expenditure is <br /> $1,856,763, leaving a project shortfall of $416,763 (summarized in Attachment 3). Most <br /> of the funding for the project comes from a reimbursable federal grant totaling <br /> $1 ,277,000. The City is required to have a local match of 11 .47 percent for all <br /> participating work. The local fund match is met through the programed local funds in the <br /> CIP program and additionally funds from Bridge Approach Roadway Repairs, CIP <br /> 15524. <br /> A transfer of $191 ;763 is recommended from the Bridge Approach Roadway Repairs, <br /> CIP No. 15524, to the project to cover the approach slab work at the Santa Rita Road <br /> Bridge at Arroyo Mocho. The bridge was identified as one of the project locations for <br /> CIP No. 15524 and the funding will contribute toward the City's local matching funds. <br /> A transfer of $225,000 is recommended from the Santa Rita/Hopyard Piping <br /> Improvements, CIP No. 18128, to the project to cover the water pipeline work at Santa <br /> Rita Road Bridge at Arroyo Mocho. The water pipeline work is not an eligible expense <br /> under the federal grant program which is funding the bridge repair so must be paid for <br /> Page 4 of 5 <br />
