SUNOL BOULEVARD/I-680 IMPROVEMENTS <br /> PA&ED <br /> Project Report Process <br /> • Caltrans and CITY will execute a Cooperative Agreement for the PA&ED. <br /> • Freeway Agreement is not needed. <br /> Environmental Review Process <br /> • A joint IS/EA document is assumed in compliance with CEQA and NEPA <br /> requirements <br /> • Caltrans will be the lead agency for CEQA and Caltrans will be the delegated lead <br /> agency for NEPA <br /> • Environmental permit applications are not included in this scope of services <br /> Cultural Studies <br /> • Extended Phase 1 testing can be completed in one day. Cost includes GeoProbe drill <br /> rig rental, mobilization, and backfilling ($3,300); traffic control (8 hrs @ $100/hr); <br /> vehicle rentals + fuel top off for 2 staff @ $75/day; carbon 14 dating of one sample <br /> ($400); and Native American monitoring(8 hrs @ $70/hour). <br /> • Implementation of horizontal or vertical Environmentally Sensitive Areas (ESAs), if <br /> needed,will be sufficient for Caltrans to approve a Finding of No Adverse Effect. <br /> • Preparation of a Historic Resources Evaluation Report(HRER)is not necessary. <br /> • Section 4(f) will be discussed in the environmental document, and no freestanding <br /> Section 4(f)documentation will be necessary. <br /> Biological Studies <br /> • A single season survey will be provided. Surveys over multiple seasons are not <br /> assumed. If a survey season is missed based on the Notice To Proceed, the survey <br /> would need to be performed the following season. <br /> • Environmental permitting is not included <br /> • Detailed development of mitigation is not included <br /> Noise Studies <br /> • A workplan identifying where noise measurements will be taken and how impacts and <br /> mitigation/abatement will be evaluated,will be prepared for review and approval prior <br /> to beginning field studies <br /> Visual Impact Studies <br /> • Four (4) computer generated photo-simulations of changes to the visual environment <br /> will be provided. Views will be approved by CITY and PDT prior to generating photo- <br /> simulations. <br /> • A shadow study is not included. <br /> Public Outreach <br /> • Two(2)Community Public Meetings will be provided. <br /> Right of Way <br /> • State Right-of-Way Maps will be available from Caltrans and the City. <br /> April 10,2020 30 <br />
