SUNOL BOULEVARD/I-680 IMPROVEMENTS <br /> PA&ED <br /> Task 2:Deliverables <br /> • Traffic Methodology and Assumptions <br /> • Existing Conditions Report <br /> • Travel Demand Forecasting Model Validation <br /> Procedure and Results <br /> • Traffic Forecasts (Two Technical Memorandums) <br /> • Traffic Operations Analysis Report(TOAR <br /> • Intersection Control Evaluation Memorandum <br /> TASK 3: PRELIMINARY ENGINEERING <br /> Subtask 3.1 Data Collection and Review. <br /> The CONSULTANT already has existing data for the project area through previous <br /> studies of the project and current work on adjacent projects. CONSULTANT will <br /> coordinate with CITY, Caltrans, and other affected agencies to identify and collect <br /> additional data such as as-built plans, details of planned development projects affecting <br /> the project area, related technical reports, R/W and easement records, existing utility <br /> information, and data developed for completed projects and studies within the project <br /> corridor. The CONSULTANT will prepare a detailed Data Collection Log to <br /> memorialize metadata on the collection. <br /> Subtask 3.2 Project Implementation Plan and Early Alternatives Evaluation <br /> Early coordination and discussions with Caltrans are imperative to reach consensus on <br /> the appropriate level of documentation that will be needed to complete PA&ED. In <br /> addition,the evaluation of the PSR-PDS two Alternatives will continue with the available <br /> data produced during the development of the PSR-PDS. An evaluation matrix comparing <br /> the two build Alternatives will be completed for the City and Caltrans' review. The intent <br /> is to provide the PDT sufficient data and information to evaluate the alternatives early on <br /> and to reach consensus on moving forward with one build alternative. Evaluation criteria <br /> will include cost,traffic operations, safety, design exceptions, environmental impacts, <br /> right of way, utility relocation requirements, and other CITY goals. The evaluation <br /> criteria and results will be presented to the CITY and stakeholders for review and to <br /> reach consensus on the preferred Project Alternative(s). The justification of dropping any <br /> alternative will be supported with documentation that provides the reasons that the <br /> dropped Alternative will not move forward in the PA&ED phase. <br /> This includes reaching a clear understanding and agreement on the following: <br /> • Limits of the project and study area <br /> • Traffic study limits and assumptions <br /> • Environmental document type <br /> • Environmental technical studies <br /> • Review cycles and durations <br /> Apri110,2020 9 <br />
