SUNOL BOULEVARD/I-680 IMPROVEMENTS <br /> PA&ED <br /> The Build Alternative forecasts, if different from the No Build Alternative, will be <br /> prepared based on a manual distribution of No Build scenario volumes. Modifications to <br /> the horizon years i.e., 2025 and 2045 for the I-680 express lanes work may require <br /> additional budget to complete the forecasts. <br /> 2.2.2 Traffic Forecasting Documentation. <br /> Two technical memorandums will be prepared documenting the traffic forecast process. <br /> The first, the Existing Conditions Model Validation Technical Memorandum, will <br /> document the existing travel demand model, its calibration to existing traffic levels, and <br /> any model changes necessary to reach validation targets set by Caltrans. The second,the <br /> Design and Opening Year Forecasts,will document the land use and network assumptions <br /> from the forecasting model and the resulting design and opening year forecasts. The draft <br /> memoranda will be submitted to the City of Pleasanton and Caltrans for review and <br /> comment. Comments from the reviewers may result in the need to modify some of the <br /> model inputs or assumptions, and prior to making any changes Fehr&Peers shall check <br /> to confirm whether those modifications would make a substantive change in the forecasts <br /> or necessitate structural changes to the forecast model. Once comments and necessary <br /> changes have been identified Fehr & Peers will re-run the models (if necessary) and <br /> finalize the memoranda. Comments and responses will be documented in a comment <br /> resolution matrix. <br /> Subtask 2.3 Future Traffic Operations Analysis. <br /> For both the opening year and design year, VISSIM models will be developed to reflect <br /> the expected future conditions, including the forecasted future traffic volumes and the <br /> background capital improvements anticipated to occur. The VISSIM models will be used <br /> to evaluate the LOS,average delay,queuing,speed,and density characteristics during the <br /> AM and PM peak periods under the No Build and Build Alternative. In addition, system- <br /> wide measures of effectiveness established for existing conditions will be derived from <br /> the models.A qualitative assessment of transit facilities will be performed to determine if <br /> the proposed build alternatives would hinder or eliminate existing or proposed transit <br /> service, or cause a substantial delay in transit service. <br /> Subtask 2.4 Preparation of Traffic Operations Analysis Report. <br /> Fehr & Peers shall prepare documentation of the existing conditions analysis, traffic <br /> forecasts, and the operations analysis for the No Build and Build Alternative into a <br /> consolidated Draft TOAR. Upon one round of agency review, the final TOAR will be <br /> prepared and submitted to Caltrans for formal acceptance. A comment resolution matrix <br /> will be used to document each round of review and associated responses. Fehr & Peers <br /> will participate in one Traffic Focus meeting with the project team and Caltrans as part of <br /> this task. <br /> Subtask 2.5 Intersection Control Evaluation (ICE)Process <br /> Upon approval of the traffic forecasts,reconfirm the traffic analysis provided in the PSR- <br /> PDS (Step 1 ICE) and then proceed to Step 2 ICE. Step 2 will consist of evaluation of <br /> geometric criteria, in-depth and quantification of performance measures. <br /> CONSULTANT will prepare and evaluate alternatives which meet the Caltrans ICE policy <br /> and include the finding in a memorandum. <br /> April 10,2020 8 <br />
