If the tenant's rental rate exceeds the maximum rent levels, as listed above, the <br /> tenant would be required to remit the difference to the Landlord prior to the City dispersing <br /> the funds. <br /> Program Goal <br /> Staff is estimating to assist up to 200 households with rental assistance payments. While <br /> staff is unable to estimate the demand for ERAP, staff is anticipating demand to be high <br /> and the program could be overprescribed. According to the U.S. Census Bureau <br /> American Community Survey 2018 5-Year Estimates, 22.66% (6,457) of the 28,498 <br /> Pleasanton households have household incomes less than $75,000. These are the <br /> households that are anticipated to meet the income criteria (80%AMI) and be eligible for <br /> rental assistance. <br /> In anticipation of the high volume of applications, the program will terminate when all of <br /> the funding has been committed. However, should the program be under-prescribed, the <br /> program would be available for sixty days after the countywide Shelter In Place order is <br /> lifted. <br /> Funding Process <br /> Eligible applicants will be funded on a first come, first serve basis. <br /> Program Administration <br /> City staff plan to consult with several non-profit organizations that work with similar <br /> programs prior to selecting an agency with the appropriate experience and capacity to <br /> implement and administer ERAP. ECHO Housing is currently administrating the City of <br /> Livermore's Emergency Rental Assistance Program. Bay Area Community Services <br /> (BACS) currently administers the rental assistance programs for the cities of Emeryville, <br /> Hayward, and Oakland. CityServe of the Tri-Valley is another option as their crisis <br /> intervention services for the Tri-Valley cities of Dublin, Livermore, and Pleasanton, <br /> includes providing emergency rental assistance to prevent evictions. <br /> Page 4 of 5 <br />
