Community Outreach City staff plan to market this program extensively in order to reach as much of the Pleasanton community as possible. The program information would be provided through the City's Facebook and Twitter pages and posted on the City's website. The City would also contact and notify via email approximately 250 potential interested individuals, parties, and non-profits in its database to inform them of the program. Ads would also be placed in the local newspapers, including the Pleasanton Weekly which is distributed to every household in Pleasanton. HOUSING COMMISSION RECOMMENDATION The Housing Commission discussed this proposed program at its meeting on May 21, 2020. Please refer to the attached excerpt of the minutes from these meetings. The Commission unanimously supported the implementation of proposed Emergency Rental Assistance Program and requested that the program include a threshold for amount of income lost to be eligible, that income verification prior to the pandemic be verified for three months, and that the program have a sunset date. . FUNDING FOR THE PROGRAM Staff is proposing to use $500,000 from the Lower Income Housing Fund for the proposed Emergency Rental Assistance Program. The FY 2020/21 Mid-Term budget includes this $500,000 appropriation. City staff is estimating approximately at least 10% ($50,000) will be allocated for administration of the program. RECOMMENDATION Staff concurs with the Housing Commission's recommendations and recommends that the City Council review and approve the proposed Emergency Rental Assistance Program for renters affected by the COVID-19 pandemic and authorize the City Manager to execute a professional services contract with a service provider to implement and administer the program.
