This memo proposes recommended steps to attempt to mitigate water supply concerns with <br /> Well.5 currently out of service. <br /> Emergency Response Plan <br /> 1. Contract with Carollo — It is recommended that the City contract with Carollo to assist <br /> Utilities to diagnose, troubleshoot, and provide recommended solutions for the repair and <br /> return to service of Well 5. The contract would be a sole-sourced professional services <br /> agreementthat gets charged to the Water R&R fund. Staff is currently working ona scope, , .. <br /> budget, and sole source justification form now. Carollo is recommended to be sole sourced <br /> because we need a very quick turnaround on the investigations, and they are already <br /> familiar with Well 5 based on the current facility condition assessment CIP. - <br /> 2. Purchase Refurbished Motor/Pump—Pump Repair Service has confirmed that the motor <br /> and pump can be refurbished for approximately $100,000. The lead time would be about 8- <br /> 10 weeks. There is not a significant cost savings in a refurbished motor, but there is a <br /> significant savings in delivery time as a new motor was estimated to be 20 weeks out. A . - <br /> refurbished motor/pump, if approved immediately could potentially help get Well 5 <br /> operational by July when peak demands occur. The risk with procuring now is that there is <br /> a possibility that Carollo's simultaneous study finds the cause of this issue requires a <br /> different style motor and/or pump specification. Staff does not believe the risk of that <br /> occurring is high, but it is possible. Regardless, I recommend proceeding with the <br /> refurbished motor/pump-as soon as possible due to the bigger concerns of water supply <br /> capacity durinq the summer. I recommend you approve an emergency sole source <br /> purchase order to procure the motor/pump with Pump Repair Service due to its dollar value <br /> normally requiring council action. <br /> 3. Turnout 2 Commissioning Turnout 2 has not been operational for many years since it <br /> does not provide significant water supply benefits to the distribution system due to hydraulic <br /> limitations: However, Utilities believes it will not take significant resources to commission it. <br /> I have authorized staff to pursue this, as any additional capacity may prove valuable. <br /> 4. Coordination with Zone 7 for Temporary Increased Capacity out of TO3 and TO5— <br /> Historically, there has been limitations on the ability for Zone 7 to increase capacity out of <br /> these turnouts in coordination with how staff operates our system for water quality <br /> purposes. Staff is currently trending previous data to try to estimate the amount of <br /> increased turnout capacity we may need if Well 5 is not operational. Following that review, <br /> staff will setup a meeting with Zone 7 operations to discuss the potential for them to provide <br /> increased capacity during this period: <br /> 5. City Distribution Improvements Near TO3 — In order to try to move increased flow'from TO3 <br /> to where it is needed in the system, there is a pipe rehabilitation project at Hopyard/Owens <br /> that needs to occur beforesummer, but is not slated to start until fall of 2020 as part of a <br /> traffic related CIP project.-I have authorized Utilities to use their as-needed contractor to <br /> make a temporary repair now to bring the line into service as needed.
