can still occur as part of the CIP project. This temporary repair can likely be covered by the <br /> fund contingency set aside for the permanent project. <br /> 6. City Distribution Improvements Near TO5—The 2004 Master Plan had recommended <br /> installation of a new 16" line from TO5 and along Nevada Street Extension to improve <br /> hydraulic conditions and increase capacity from TO5. I have previously communicated with <br /> Steve K on this line and Engineering is working with the development in that-area for <br /> construction of this line. If that project can be expedited to occur before summer, it is. <br /> believed this will help improve the capacity that can be seen from TO5. I will need to <br /> discuss with Steve about expediting that line as part of the development project and <br /> impacts the shelter in place may have on the timing. <br /> 7. Well 6 Reliability—Well 6 is over 20 years old and reaching the end of its useful life. As <br /> such, there is concern with the reliability of Well 6 being the only source of City <br /> groundwater supply. Utilities staff has recently completed some temporary electrical repairs <br /> to try to improve reliability at Well 6. However, staff does not recommend pulling the pump <br /> for any type of inspection at this time due to the risk of not being able to immediately <br /> recommission it. <br /> 8. Water Conservation — In the event water supply mitigation measures listed above were <br /> proving to not be sufficient, addressing the issue from the water demand end via <br /> conservation could also be helpful. As a first step now,I recommend Water Conservation <br /> staff in collaboration with the PIO increase its normal water conservation messaging in <br /> hopes to slow the increase in demand for summer. Based on monitoring ability to <br /> implement above water supply mitigation measures vs. water demand trends, more specific <br /> messaging and/or requirements could be considered. <br /> 9. Well 8 Operation —Well 8 is currently not in operation but can be utilized. In the event of <br /> large demands that cannot be met by any of the above mitigation items, operation of Well 8 <br /> for short periods would be the final fallback plan to get through the peak periods. Under <br /> these circumstance, only short advanced notifications would be seen as the ability to meet <br /> demands can vary on a weekly basis. It may be beneficial to open communications with the. <br /> SWRCB DDW now to inform them of the situation and get their feedback especially as it <br /> relates to any mandatory public notifications requirements that they may enforce under the <br /> new regulations. I recommend staff contacts DDW, so in the event Well 8 needs to be <br /> operated, staff is'prepared to meet requirements to do so. <br /> 10.Yearly Well Quota— Due to Well 5 and Well 8 being out of service, the City will not meet its <br /> groundwater well pumping quota of 3500 AF. In the past, Zone 7 has allowed up to 700 AF <br /> of unused quota to be carried over to the following year. Staff will need to confirm with Zone <br /> 7 that this would be allowed this year. Although our projections for Zone 7 turnout supply <br /> are usually conservatively high, it is possible that we will exceed our projections this year. <br /> Currently, we are at 120% of our projections, but summer demand will ultimately dictate this. <br /> value. Staff will contact Zone 7 planning staff(separate from the operational meeting <br /> discussed in Item 4) to confirm Zone 7 will accommodate additional supply from that <br /> projected. <br /> Page 3 of 4 <br />
