THE CITY OF <br /> —•,,f p;*.fin <br /> ® —.1 in; W 111 <br /> LE ASANTON® <br /> MEMORANDUM iIsi/ i <br /> Date: April 27, 2020 <br /> 1) <br /> To: Nelson Fialho, City Manager //9, <br /> From: Kathleen Yurchak, Director of Operations and Water Utilities <br /> Subject: Update on Well 5 and Emergency Response Plan <br /> Since the issues with Well.5 started in.December 2019, Utilities staff has collectively assessed <br /> the various implications ofthe loss of the Well, short-term supply impacts (summer 2020), <br /> repair options of the well,and other water supply considerations including the activation of Well. <br /> 8. Outlined below is a detailed overview of the emergency response plan and recommendation <br /> to repair Well 5 immediately through an emergency purchase order with Pump Repair <br /> Services, the City's as-needed contractor. If you authorize the PO with Pump Repair Services <br /> today, the pump manufacturer said they could expedite the refurbished motor/pump by two to <br /> three week. I have underlined authorized actions and recommendations throughout the memo <br /> and have indicated recommendations at the conclusion of the memo. <br /> Background <br /> Well 5 pump and motor were supplied andcommissioned by Pump Repair Service in late June , <br /> /early July of 2018 for approximately $167,000. Starting in November 2019, issues with the <br /> Well 5 MCC and chemical injection system combined with trying to stay below groundwater <br /> pumping quotas, resulted in no operation of Well 5 in December 2019 and into January 2020. <br /> In late January, Well 5 was operated but after a couple days of operation failed on January 30, <br /> 2020. The Utilities Division explored some fixes including replacement of the power feed cable <br /> that proved to be unsuccessful. As a result, the pump and motor were removed for inspection. <br /> The motor was sent back to the factory and was found to have failures that we were told were <br /> typically associated,with extreme heat (although that is not documented in the inspection <br /> report). The pump bowl assembly was sent to the shop of Pump Repair Service and was found <br /> to have wear that is nottypicalof a pump with this little run time. The well casing was visually <br /> inspected without any significant findings. Utilities staff has reviewed the inspection reports and <br /> is awaiting the casing video for review. <br /> With Well 8 currently not in operation due to higher levels of PFAS, the loss of Well 5 creates <br /> operational concern during the summer months where demand increases and typically 2 of 3 <br /> wells are operated in addition to Zone 7 turnouts to meet demand. Additionally, Well 6 is the <br /> oldest well and is the only well currently in operation. <br /> Page 1 of 4 <br />
