Herb Ritter encouraged City Council to pass the item and as the Chair of the Planning Commission <br /> encouraged residents to be involved in the process. <br /> Pat Frizzell encouraged City Council to pass the item and to include affordable housing for veterans. <br /> Arne Olson encouraged City Council to pass the item and make the EPSP a priority. <br /> John Sensiba encouraged City Council to pass the item and start the EPSP. <br /> Ron Payne encouraged City Council to pass the item and to include affordable housing for veterans. <br /> Pam Hardy encouraged City Council to pass the item and encouraged the City Council to explore <br /> senior and special housing needs in the plan. <br /> Kelly Cousins encouraged City Council to deny the item and encouraged them to not plan prematurely. <br /> Mayor Thorne closed public comment. <br /> Mayor Thorne expressed concern with truck traffic if the area is zoned for light industrial. He also <br /> expressed concern about the outcome should the County plan the area. He expressed his support for <br /> starting the planning process and noted it allows the City to ask for a school site, traffic mitigation, and <br /> affordable housing for a variety of residents. He reiterated the process will be driven by City Council, <br /> Planning Commission, staff, and residents and not by the developer. <br /> Mayor Thorne reminded the public the item is a planning process and the City adheres to a Growth <br /> Management Plan and building permits cannot be issued beyond its annual allotment. He agreed there <br /> is a tremendous amount of misinformation swirling around the community and expressed his support <br /> for moving forward with the item. <br /> Councilmember Pentin expressed his support for the item and supports the involvement of the Planning <br /> Commission. He believes a mixed community that meets Pleasanton's needs is what should come out <br /> of the EPSP. He motioned to accept the staff's recommendation and move forward with the item. Mayor <br /> Thorne asked for a friendly amendment that staff look at all the available properties in the city in the <br /> planning process in preparation for the Housing Element which was agreed upon by Councilmember <br /> Pentin. Mayor Thorne seconded the motion. <br /> Councilmember Narum requested a friendly amendment to clarify the Planning Commission is starting <br /> with a blank slate which was agreed upon by Councilmember Pentin and Mayor Thorne. She noted the <br /> item is about planning for the next cycle of the RHNA numbers, how the City will accommodate the <br /> numbers and planning for East Pleasanton. She expressed her support for beginning the planning <br /> process in conjunction with the Planning Commission, starting with a blank slate, and encouraged input <br /> from the public. <br /> Councilmember Brown expressed her support for starting with a clean slate, including resident <br /> participation and looking at all potential sites throughout Pleasanton. She expressed her support for <br /> affordable housing but noted she cannot support the item without vetting all areas of Pleasanton. She <br /> would like to see the City vet all the sites before vetting East Pleasanton. <br /> Councilmember Testa referenced the affordable housing crisis which needs to be addressed in <br /> Pleasanton.
