MOTION: It was m/s by Pentin/Mayor Thorne to proceed with East Pleasanton Specific Plan Update as <br /> generally outlined in the proposed timeline, directed that the City Council, Planning Commission, and <br /> staff initiate a "clean slate" approach to the planning for East Pleasanton and to consider multiple land <br /> use options for the entire area throughout the public process; and that the Planning Commission and <br /> staff initiate a concurrent and separate pre-housing element process to establish a draft inventory of <br /> citywide sites to meet projected Regional Housing Needs Allocations (RHNA) in advance of the formal <br /> housing element process. . Motion passed by the following vote: <br /> Ayes: Councilmembers Narum, Pentin, Mayor Thorne <br /> Noes: Councilmembers Brown, Testa <br /> Absent: None <br /> 15. Introduction of proposed memorandum of understanding between the City of Pleasanton and the <br /> Pleasanton Police Officers' Association with term ending May 31, 2023 <br /> Human Resources and Labor Relations Director, Debra Gill, provided a brief background of the <br /> Pleasanton Police Officer's Association (PPOA), the current Memorandum of Understanding (MOU) <br /> and negotiations. She reported the key elements of the tentative agreement include a proposed <br /> contract that expires May 31, 2023, and wage adjustments of 4.25% in June 2020, 3% in June 2021, <br /> and 3% in June 2022. She noted additional required training would include Crisis Intervention, Diversity <br /> and Inclusion/Cultural Competency and Working with the Homeless Population. She advised staff <br /> encourages public input and comments from City Council. <br /> Mayor Thorne opened public comment. <br /> Nicholas Albert, PPOA President, expressed his support for approval of the contract and encouraged <br /> City Council to support the contract. <br /> Mayor Thorne closed pubglic comment. <br /> Councilmember Brown thanked Mr. Albert for attending the hearing and noted she was a graduate of <br /> the Citizen's Police Academy. She expressed her support of the contract which allows the City to attract <br /> and retain good police officers. <br /> Councilmember Pentin expressed his support for the contract and noted the cooperation between staff, <br /> City Council, the Police Department, and the PPOA is working very well and he would like to see that <br /> relationship continue. <br /> Councilmember Narum thanked the Police Department for their service and noted the 98% approval <br /> rating from residents. <br /> Councilmember Testa thanked the Police Department for their service and to Human Resources Labor <br /> Relations Director Gill for providing a smooth process. <br /> Mayor Thorne expressed his support for the Police Department's Community Programs including the <br /> DARE Program and Cup of Coffee with a Cop. <br /> There was no further action taken on this item. <br /> 16. Adopt a resoltuion accepting the Mid-Year FY 2019/20 Operating Budget and amending the FY <br /> 2019/20 Operating Budget accordingly <br /> City Council Minutes Page 7 of 9 March 3, 2020 <br />
