Mayor Thorne reiterated the item is a continuation from a previous City Council meeting and asked <br /> residents to refrain from speaking if they were already heard at the last City Council meeting. He also <br /> asked meeting attendees to be respectful of other speakers. <br /> Mayor Thorne opened public comment. <br /> Kay Ayala expressed concern the developer stated they are basing their plan on the City's Specific <br /> Plan which does not currently exist. She also expressed concern Ponderosa Homes would take the <br /> lead. Mayor Thorne clarified the developer will not take the lead. Ms. Ayala encouraged City Council to <br /> pause for the election period in November to allow new City Councilmembers to weigh in on the <br /> process. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho clarified City Council and the <br /> Planning Commission are leading the process. <br /> Paul Kepler encouraged City Council to pause and restart the planning process for East Pleasanton <br /> and encouraged City Council to consider affordable housing for residents with Developmental <br /> Disabilities. Councilmember Testa noted Pleasanton supports the Developmental Disabilities <br /> population. <br /> Andrea Osgood, Eden Housing, encouraged City Council to pass the item and move forward as soon <br /> as possible. <br /> Judy Fenton expressed her opposition to planning for East Pleasanton at this time and encouraged City <br /> Council to oppose the item. <br /> Todd Steffan, Supervisor, Las Positas College Veteran's Program, encouraged City Council to pass the <br /> item. <br /> A speaker for Lou Astbury read a letter encouraging City Council to oppose the item. He also <br /> encouraged City Council to limit developer donations for campaign contributions. <br /> Margo Tarver expressed concern regarding traffic being heavily impacted by development in East <br /> Pleasanton and expressed concern regarding safety in the area around the gravel pits and encouraged <br /> City Council to oppose the item. <br /> Mary Lim-Lampe, Executive Director, Genesis of the Tri-Valley, encouraged City Council to pass the <br /> item and requested clarification regarding Pleasanton's RHNA numbers. <br /> In response to Ms. Lim-Lampe's inquiry, Mayor Thorne clarified the City rezones land but does not <br /> develop housing. In response to Councilmember Testa's inquiry, Community Development Director <br /> Clark clarified the City has produced 344 below market rate units out of 1618 total units. <br /> Councilmember Testa advised the City has met its zoning requirements and requires that all new <br /> projects include 20% affordable housing. <br /> Kent Pryer encouraged City Council to add the annexation of the Remen Tract to the scope of the <br /> EPSP planning. <br /> Mayor Thorne noted the annexation is a high priority with the Alameda Local Agency Formation <br /> Commission (LAFCo) and believes it will be resolved. <br /> Steve Van Dorn, President, and CEO, Pleasanton Chamber of Commerce, encouraged City Council to <br /> pass the item and would like to see City Council look long term and complete the EPSP. <br /> City Council Minutes Page 5 of 9 March 3, 2020 <br />
