This allocation provided annually for the Human Services Grants is <br /> based on a policy adopted by the City Council in 2009 and increases funding based on the <br /> percentage increase of the City's General Fund from the prior year. The amount allocated to <br /> the HHSG this year is $244,741. The General Funds are supplemented by federal CDBG <br /> "public services" funds. <br /> The Human Services Commission reviewed grant applications prior to the COVID-19 <br /> pandemic and State of Emergency declaration by the City. The Commission apportioned the <br /> available General Fund and CDBG funds identified at the time. Since that time, HUD has <br /> provided a waiver that allows the City to exceed the 15% regulatory cap on public services <br /> dollars and use CDBG capital funds toward public services grant applicants. <br /> Page 3 of 12 <br />
