FIRSTCARBON <br /> SOLO, iON`: <br /> Subtask 2.3: Cultural Resources Analysis <br /> FCS will include a discussion of the potential impacts to historic, archaeological, and paleontological <br /> resources with respect to Alisal Trail. This Scope of Work assumes construction of Alisal Trail would not <br /> result in additional impacts not disclosed in the HVSP EIR. If our analysis concludes that construction of <br /> Alisal Trail would result in significant impacts not previously disclosed in the HVSP EIR, FCS will consult <br /> with the City and a budget augment will be provided for this additional work. <br /> Subtask 2.4: Transportation Assessment Update <br /> Fehr& Peers previously prepared a Transportation Impact Assessment (TIA)that formed the basis of the <br /> Transportation section of the 2018 Draft SEIR.That study evaluated the transportation impact of <br /> constructing 39 single-family homes on the Spotorno Property. Conditions without and with the <br /> construction of a bypass road were evaluated.As part of the project evaluated in the 2018 Draft SEIR, <br /> Westbridge Lane would have been closed to through traffic south of east Street,with a new Clubhouse <br /> Drive connection constructed. <br /> The currently proposed project would reduce the number of housing units from 39-single family homes <br /> to 22 single-family homes.An extension of Alisal Street would provide access to the site, in addition to a <br /> new connection to Westbridge Lane. As part of the current proposal,Westbridge Drive would not be <br /> closed through traffic east of Alisal Street. <br /> Fehr& Peers would compare the proposed project to the project evaluated in the 2018 Draft SEIR to <br /> determine if the potential impacts to the transportation system would be similar to or less than those <br /> previously identified. <br /> Subtask 2.4.1: Compare to Prior Analysis <br /> Fehr& Peers will estimate the potential vehicle trip generation of the proposed project and compare it <br /> to the project evaluated in the 2018 Draft SEIR. They will also review the findings of the prior technical <br /> analysis and assess if the proposed project could result in changed conclusions. A specific consideration <br /> will be how not closing Westbridge Lane could change the overall conclusions of the assessment. <br /> Subtask 2.4.2: Site Access and Circulation <br /> Fehr& Peers will conduct a site access and circulation assessment for the current site access to related <br /> to the circulation of vehicles, bicycles, and pedestrians within the project site with respect to the <br /> following topics: <br /> k Site access and interface with roadway network <br /> 4 Emergency vehicle access and circulation <br /> Pedestrian access and circulation within and adjacent to the site <br /> • Bicycle access and circulation within and adjacent to the site <br /> Existing and proposed bicycle and pedestrian facilities in the study area will be evaluated. <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA <br /> FIRSTCARBONSOLUTIONS.COM <br />
