FIRSTCARBON Proposal <br /> As discussed below in Subtasks 2.1, 2.2,and 2.3, certain analyses prepared for the 2018 Draft SEIR would <br /> be updated to incorporate potential impacts associated with construction of the proposed Alisal Trail. It <br /> is assumed that no additional technical studies will need to be completed and no other technical studies <br /> would require revisions or updates in support of the CEQA document. <br /> Subtask 2.1: Air Quality, Greenhouse Gas Emissions, and Energy Analysis <br /> FCS will revise the California Emissions Estimator Model (CalEEMod)emission modeling and the <br /> construction Health Risk Assessment(HRA)to account for the construction of proposed trail <br /> improvements. FCS will also update the greenhouse gas (GHG) analysis with the updated emission <br /> estimates from the revised CalEEMod outputs to account for construction of Alisal Trail.The updated <br /> modeling will be appended to the CEQA document.This Scope of Work assumes construction of Alisal <br /> Trail would not result in additional impacts not disclosed in the HVSP EIR. It is assumed that Alisal Trail <br /> would not generate a substantial number of vehicle trips and that the operational emissions modeling <br /> would not need to be revised. If the modeling concludes that construction of Alisal Trail would result in <br /> significant impacts not previously disclosed,or it is determined that operational emissions modeling <br /> would need to be revised, FCS will consult with the City and a budget augment will be provided for this <br /> additional work. <br /> Subtask 2.1.1: Energy Analysis <br /> FCS will provide an analysis of energy impacts consistent with the 2019 CEQA Guidelines Appendix F <br /> energy analysis requirements.The energy analysis will summarize relevant federal,State,and local <br /> regulations and policies that address energy consumption and demand, alternative fuels,and <br /> nonrenewable resources,to determine whether the proposed project would conflict with or obstruct <br /> any required policies or mandatory measures related to energy conservation. Using the model inputs <br /> and assumptions associated with the air quality and GHG analyses, FCS will provide energy consumption <br /> estimates associated with construction and anticipated operation of the proposed project,dependent on <br /> the level of detail provided by the project applicant. Specifically,the energy analysis will calculate on-site <br /> construction equipment fuel and electricity consumption,off-site construction vehicle fuel consumption, <br /> and project operation electricity, natural gas, and vehicle fuel consumption.The energy analysis will <br /> consider project design features that may affect the energy efficiency of the proposed project. <br /> Subtask 2.2: Biological Resources Analysis <br /> FCS will evaluate Alisal Trail with respect to biological resources(including potential impacts to <br /> wetlands).This Scope of Work assumes construction of Alisal Trail would not result in additional impacts <br /> not disclosed in the HVSP EIR.
