F I RSTCAR B O N proposal
4411111
LU IUR "
Subtask 2.4.3: Vehicle Miles of Travel
In the prior analysis prepared in support of the 2018 Draft SEIR, Fehr& Peers used the City of Pleasanton
and Alameda Community Transportation Commission (CTC) model to assess vehicle miles of travel
(VMT).Those VMT estimates will be reviewed and updated, consistent with the most current Senate Bill
743 guidelines. Fehr&Peers expects that the Citywide and regional averages will be updated based on
the Alameda CTC model, and the project generated VMT will be updated based on the most recent
version of the City of Pleasanton Model. Fehr&Peers will make findings of significance based on the
most current guidelines from the City of Pleasanton and the Governor's Office of Planning and Research
(OPR). Fehr& Peers expects that the overall conclusions presented in the TIA,dated June 2018,would
remain unchanged.
Subtask 2.4.4: Documentation
Fehr&Peers will summarize the results from Subtasks 2.4.1 through 2.4.3 in a memorandum and submit
to the City for review and comment. They will respond to one round of compiled comments and
revisions before the memorandum is finalized. The budget included for this task also includes
participation in one conference call.
Task 3: Administrative Draft Initial Study/Consistency Checklist
FCS will prepare an Administrative Draft Initial Study/Consistency Checklist for City staff review that will
evaluate the project considering the conclusions contained in the HVSP EIR. Using data and analysis
compiled in support of the 2018 Draft SEIR,the Initial Study/Consistency Checklist format will include
separate sections for discussion of each Environmental Checklist impact category. The Initial
Study/Consistency Checklist will provide a conclusion at the end of each topical section identifying
whether the proposed changes alter any conclusions contained in the HVSP EIR.The analysis in the
document will be supported by exhibits and will utilize exhibits prepared for the 2018 Draft EIR,as
appropriate.
The following resource categories identified in the CEQA Appendix G checklist will be evaluated in the
Initial Study/Consistency Checklist:
• Aesthetics • Land Use
• Agriculture and Forestry Resources • Noise
• Air Quality • Population and Housing
• Biological Resources • Public Services
• Cultural Resources • Recreation
• Geology and Soils • Transportation
• Greenhouse Gas Emissions • Tribal Cultural Resources
• Energy • Utility and Service Systems
• Hazards and Hazardous Materials • Wildfire
• Hydrology and Water Quality
NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 8
FIRSTCARBONSOLUTIONS.COM
