FIRSTCARBON Proposal LULU IUH with the General Plan; and (4)the project consists of residential uses and,thus,would be compatible with surrounding land uses.The Initial Study will analyze whether there are any impacts peculiar to the parcel or to the project site that were not addressed as a significant effect in the HVSP EIR. To streamline environmental review of the proposed project, FCS will draw upon the HVSP EIR,as well as the technical analyses prepared in support of the 2018 Draft SEIR. FCS will prepare an Initial Study that references the prior analyses as appropriate and will identify mitigation measures to reduce or avoid environmental impacts that could result from development of the proposed project. Many of these mitigation measures have already been identified in the 2018 Draft SEIR.The Consistency Checklist would determine whether the proposed project falls within the buildout parameters evaluated within the HVSP EIR.The Consistency Checklist would also determine whether there would be any new or substantially greater impacts particular to the project or the parcel not disclosed in the HVSP EIR. If FCS determines the proposed project does not qualify for one of the streamlining exemptions, it is our intention to complete the review under the other streamlining exemption. If,for some reason,the result of the Initial Study does not lead to a Findings of Consistency to the HVSP EIR, in accordance with Sections 15182 and/or 15183,the Scope of Work will be amended. The Scope of Work presented below outlines the specific tasks to be performed. SCOPE OF WORK Task 1: Project Initiation FCS's Project Manager and other key team members will coordinate with City staff to clarify and confirm details of the project description, identify key contacts, discuss scheduling targets,and obtain copies of the project plans and other relevant information. Subtask 1.1: Preparation of Comprehensive Project Description Using the information obtained during project initiation, FCS will prepare a comprehensive Project Description for the City's review and approval.The Project Description will identify the project location, describe the project characteristics,and identify necessary approvals.The Project Description will describe the relationship of the proposed project to the HVSP,General Plan, and Zoning Ordinance.The Project Description will use graphics (utilizing exhibits prepared for the 2018 Draft SEIR,where appropriate) and tables to clearly convey relevant information to the reviewer and will include all of the information required to define the proposed project for the purposes of CEQA.The Project Description will include a clear explanation of the development components of the proposed project,a description of the construction and operational activities associated with the proposed project and will clearly illustrate project components utilizing exhibits prepared for the 2018 Draft EIR,where appropriate.
