FIRSTCARBON Proposal <br /> LULU I IUC, _ <br /> SCOPE OF SERVICES <br /> Project Understanding <br /> The project site is located in the southern portion of the City of Pleasanton,Alameda County,California. <br /> As already noted, FCS prepared a 2018 Draft SEIR for the Spotorno Ranch Project,which consisted of the <br /> development of 39 single-family homes within an approximately 31-acre portion of the project site, <br /> known as the Spotorno Flat Area.The project required several approvals, including approval of General <br /> Plan and Specific Plan amendments, rezoning of the property, and approval of a Planned Unit <br /> Development(PUD).The 2018 Draft SEIR was released for public review, and the City received numerous <br /> comments on the CEQA document. FCS coordinated with the City to prepare a Final FIR; however,the <br /> Final EIR was never released to the public and it was never certified. <br /> The Spotorno Family is now proposing a revised project,which includes the development of up to 22 <br /> single family homes (in accordance with the Happy Valley Specific Plan [HVSP])within the same <br /> Spotorno Flat Area. Because the project boundaries of the currently proposed 22-lot development are <br /> similar/the same as what was evaluated in the 2018 Draft SEIR,which evaluated a 39-lot project,this <br /> Scope of Work assumes that the technical analysis and conclusions from the 2018 Draft SEIR can <br /> appropriately be used to evaluate the proposed project. <br /> The proposed project would not include construction of or revisions to the alignment of the Bypass <br /> Road. If proposed at some point in the future,construction of the Bypass Road would be covered under <br /> separate CEQA review.The proposed project would also incorporate a planned trail network that would <br /> be consistent with the intent of the network shown in the City of Pleasanton Trails Master Plan (adopted <br /> May 2019)and Happy Valley Specific Plan.The potential impacts of development of Alisal Trail,a <br /> pedestrian path that would be constructed along one side of Alisal Street, (included as part of the <br /> proposed trail network)would be evaluated in the Consistency Checklist, requiring minor updates to <br /> specific technical analyses prepared as part of the 2018 Draft SEIR,such as air quality/greenhouse gas <br /> (GHG)emissions modeling and biological and cultural resource analysis related to ground disturbance for <br /> the proposed trails,which are discussed in greater detail below. <br /> The portion of the project site to be developed is designated/zoned Planned Unit District Semi-Rural <br /> Residential(PUD-SRDR) by the HVSP and City of Pleasanton Zoning Code. FCS has reviewed the HVSP, <br /> and the HVSP EIR and given our understanding of the proposed project, it appears that an Initial Study <br /> with a Consistency Checklist would satisfy CEQA Guidelines Section 15182 and 15183 and provide the <br /> appropriate level of CEQA documentation. With respect to CEQA Guidelines Section 15182,our <br /> preliminary review suggests that the proposed project qualifies for this streamlining exemption because <br /> it is consistent with the HVSP,which was approved pursuant to a certified EIR(the HVSP EIR). <br /> Similarly, it appears the proposed project also qualifies for streamlining under CEQA Guidelines Section <br /> 15183 because: (1)the project is consistent with the development density established by existing zoning; <br /> (2)the project is consistent with the existing HVSP land use designations; (3)the project is consistent <br /> NORTH AMERICA I EUROPE I AFRICA I AUSTRALIA I ASIA 3 <br /> FIRSTCARBONSOLUTIONS.COM <br />
