Lastly, he <br /> reported new developments in Dublin are included in Pleasanton's model. <br /> In response to Councilmember Brown's inquiry, the IKEA transportation assessment identified <br /> increased traffic volume in Pleasanton which was mitigated through improvements and working <br /> together with other adjacent municipalities. City Traffic Engineer Tassano advised he works on <br /> many local projects to ensure there are no traffic impacts to Pleasanton. <br /> In response to Mayor Thorne's inquiry, Associate Planner Luchini clarified the City received 300 <br /> letters in regard to the revised Air Quality analysis that was released in July of 2019. He further <br /> clarified only 14 letters contained substantive comments on the actual analysis itself. The <br /> remaining letters received were either in support of or against the project with 85% in support. <br /> In response to Mayor Thorne's inquiry, Assistant City Manager Dolan advised the project does not <br /> have residential zoning but would need to be evaluated for high-density housing and would have <br /> to go through the Housing Element process. <br /> In response to Councilmember Testa's inquiry, City Traffic Engineer Tassano clarified the <br /> difference in the level of service was due to the reported traffic volume difference. <br /> In response to Councilmember Pentin's inquiry, Associate Planner Luchini clarified building <br /> heights in the Municipal Code have not changed since 2017. <br /> Councilmember Brown clarified for the record the JDEDZ could generate $250,000 for the <br /> Pleasanton Unified School District. <br /> In response to Councilmember Brown's inquiry, Finance Director Tina Olson clarified property tax <br /> revenues are shared between Pleasanton, the County, and other local agencies. <br /> In response to Councilmember Brown's inquiry, Associate Planner Luchini clarified firearm sales <br /> were not discussed in the 2019 uses, however, Assistant City Manager Dolan agreed the location <br /> was not ideal for firearm sales. <br /> In response to Councilmember Brown's inquiry, Associate Planner Luchini clarified the <br /> transportation fee methodology is based upon generated trips. <br /> In response to Councilmember Brown's inquiry, Assistant City Manager Dolan clarified the City <br /> and Costco are splitting the costs for the study fees. City Manager Nelson Fialho clarified the <br /> Development Agreement outlines the contributions from the City, from Costco, as well as the <br /> future developers in the area for infrastructure improvements and right-of-way acquisitions. <br /> In response to Councilmember Brown's inquiry, Associate Planner Luchini reported Costco <br /> agreed to install 10 electric vehicle charging stations. <br /> In response to Councilmember Brown's inquiry, Assistant City Manager Dolan advised developers <br /> are required to pay traffic impact fees when permits are pulled. He further clarified Costco is <br /> fronting two-thirds of the estimated infrastructure improvements with the City funding the other <br /> third attributed to the northbound Interstate 680 on-ramp improvements from all traffic impact fees <br /> the City has collected from development in the City. Assistant City Manager Dolan clarified this is <br /> a separate agreement and is not a traditional capital engineering project.
