In response to Councilmember Pentin's inquiry, Brian Schuster, Environmental Science <br /> Associates, clarified the two-minute idle time is a mitigation measure to reduce the potentially <br /> significant noxious fumes impact of construction. He noted it applies to all construction equipment, <br /> including off-road vehicles and relates to diesel equipment. He feels it is important but may be <br /> difficult to enforce but will be in the contract with the construction contractor. <br /> In response to Councilmember Testa's inquiry, City Manager Fialho advised City engineers and <br /> Public Works inspectors ensure sites are being managed in accordance with the mitigation plans <br /> that have been approved. He also noted it is not uncommon for the City to stop work on a <br /> construction site because some violation of condition or mitigation is not followed. <br /> In response to Councilmember Testa's inquiry, Mr. Schuster clarified the U.S. Environmental <br /> Protection Agency (EPA) has emissions controls from Tier 1 through Tier 4-Final, and each level <br /> of control represents a reduction in a certain criteria pollutant. <br /> In response to Councilmember Narum's inquiry, City Manager Fialho clarified Costco is fronting <br /> the portion of the improvements which are attributed to all the other properties that are not yet <br /> developing and will be paid back either through the sales tax reimbursement or through the traffic <br /> fees that are paid by the future developers in the area. Assistant City Manager Dolan stands <br /> behind his staff's ability to complete good design reviews and feels the project will be up to City <br /> standards. He further clarified the Costco application is approved at the Zoning Administrator level <br /> as part of the streamlining process. <br /> In response to Councilmember Narum's inquiry, City Traffic Engineer Tassano expressed <br /> confidence that traffic concerns will be mitigated due to the improvements. <br /> Mayor Thorne opened the public hearing. <br /> Randy Brown, Chairman, Pleasanton Chamber of Commerce, expressed his support for the <br /> project and encouraged City Council to pass the item. <br /> Jenifer Murillo, Director Real Estate, Costco Wholesale, expressed her support for the item and <br /> noted Costco will add over 275 well-paying jobs with great benefits to the community, generate <br /> millions in sales tax revenue, and redevelop and repurpose an underutilized property and a key <br /> economic corridor. <br /> Michael Lozeau, Laborers International Union of North America Local 304, expressed concern <br /> regarding the impact of greenhouse gas emissions and its impact on the workers. <br /> Katelyn Mooney expressed concern regarding the Sales Tax Sharing Agreement in the project <br /> and feels it does not benefit Pleasanton. <br /> Carrie Cox asked for clarification on the number of pumps proposed at the gas station and the <br /> number of sold gallons. She questioned if the number of pumps is correct as Livermore only has <br /> 12 pumps. Assistant City Manager Dolan clarified there are 10 pumps with two dispensers each <br /> for a total of 20 filling stations. <br /> Tracy Farhad, CEO, Visit Tri-Valley, expressed her support for the project and encouraged City <br /> Council to pass the item. <br /> In response to Councilmember Testa's inquiry.
