Associate Planner Luchini reported on five necessary traffic improvements, modification and <br /> widening of the intersection of Johnson Drive and Stoneridge Drive, the widening of Johnson <br /> Drive from the curve on the south end northward to the intersection with Commerce Circle, the <br /> installation of a new traffic signal at the intersection of Johnson Drive and Commerce Circle, the <br /> installation of a new traffic signal at the intersection of Johnson Drive and Owens Drive, and lastly, <br /> the widening of Stoneridge Drive that parallels the DSRSD ponds and crosses westbound at <br /> Johnson Drive all the way under the Interstate 680 northbound on-ramp The City received <br /> approval from CalTrans for the on-ramp improvement in October 2019. He clarified CalTrans has <br /> oversight of the project and staff recommends City Council adopt a statement of overriding <br /> considerations for the impacts related to this improvement, with a general understanding that <br /> once this improvement is completed, all associated impacts would be less than significant. <br /> Associate Planner Luchini reported the estimated total cost for the project is $23.1 to $25.3 <br /> million. In 2018, the City and Costco entered into a cost-sharing agreement to cover the costs for <br /> implementing the required traffic improvements and include a Tax Increment Financing (TIF) <br /> contribution, a cash contribution from Costco and a Sales Tax Sharing Agreement between both <br /> the City and Costco. Additionally, the City will be proposing a JDEDZ Impact Fee which would be <br /> used to pay down the City's financial tax sharing obligation to Costco more quickly. <br /> Associate Planner Luchini recapped the 2017 lawsuit by Pleasanton Citizens for Responsible <br /> Growth which challenged the adequacy of the air quality analysis which resulted in the City <br /> rescinding the certification of the 2017 FSEIR until supplemental air quality analysis could be <br /> completed. He reported four new technical analyses, known collectively as the Partial <br /> Recirculated Draft Supplemental Environmental Impact Report (RDSEIR), were completed, a <br /> Health Risk Assessment, an Updated Air Quality analysis, a Greenhouse Gas Analysis, and an <br /> Energy Resources Analysis, all of which were released to the public in November 2019. <br /> Approximately 300 letters were received from the public with 14 having substantive comments. <br /> The project description and modeling assumptions were then refined based on more specific <br /> information that was available from both the City and Costco and input from public comment. <br /> Associate Planner Luchini reported one new potentially significant air quality impact related to <br /> construction-related criteria pollutant emissions which can be mitigated through the <br /> implementation of new Mitigation Measure M-AQ-1. Three significant and unavoidable air quality <br /> impacts identified in the 2017 DSEIR/FSEIR would now be less than significant and all remaining <br /> air quality conclusions of the 2017 DSEIR/FSEIR remain unchanged and are all less than <br /> significant. <br /> Associate Planner Luchini reported a GPA and PUD rezoning are necessary to facilitate the <br /> JDEDZ and staff believes the flexibility of the PUD rezoning, along with the proposed list of uses, <br /> streamlines review processes and design guidelines, will help foster and transform this area into <br /> an attractive and thriving commercial corridor with a high level of vitality. He reported staff is <br /> recommending City Council adopt a Statement of Overriding Considerations for the impacts <br /> related to the Interstate 680 on-ramp, certify the RFSEIR, approve the General Plan Amendment <br /> and approve the PUD Rezoning as proposed in the agenda report. <br /> City Traffic Engineer Mike Tassano reported on a letter received from Mark Wolfe on the <br /> cumulative traffic issues. He noted the letter included 400 pages of attachments and he would be <br /> focusing on a letter written by Mr. Smith from Union City. He reported Mr. Smith expressed <br /> concern regarding trip data for Costco, the model validation and concerns about Dublin <br /> developments. <br /> City Traffic Engineer Tassano clarified staff thought it was more conservative to use the higher trip <br /> generation numbers instead of the Institute of Transportation (IT) trip generation manual's <br /> number.
