THE CITY OF ATTACHMENT 3 mon III IIIII 1 I I I : HI -I-1 LEASA TO:�m MEMORANDUM Date: March 20, 2020 To: Mayor and City Council From: Nelson Fialho, City Manager Subject: Status of City Operations and Services The City's response to the COVID-19 pandemic and the associated Alameda County Public Health Department (ACPHD) Order and more recently, the Governor's Executive Order to Shelter in Place has resulted in a declaration of local emergency, activation of the Emergency Operations Center, and activation of a Pandemic Flu Policy. The City's focus is now on essential functions as follows: -Public Safety -Health and Welfare of the Public and Employees -Preservation of City Assets -Disseminate accurate and timely information to City employees and the public. The following is intended to provide a high-level overview of the City's areas of attention and action to provide essential services during this crisis. City Facilities • With the March 16 ACPHD and March 19 Governor's Order, all City offices are now closed to the public except for the Police Department and LPFD • City parks (including courts and playgrounds) are currently open as the order allows for outdoor activity with appropriate protocols, although all restrooms and ancillary facilities are closed • Senior Center is closed although a few senior support programs are still in operation in accordance with safety protocols: brown bag lunches for seniors, Paratransit services remain available for medical and grocery appointments only (Monday. Wednesday, Friday), and Meals on Wheels deployment of food service City Meetings/Events • All City government meetings, including City Council, commission and committee, and trainings and community meetings held in public facilities have been postponed as have any non-essential staff meetings • All performances scheduled at City facilities and organized sporting events on City fields have been postponed
