THE CITY OF ATTACHMENT 3 <br /> mon III IIIII 1 I I I <br /> : HI -I-1 <br /> LEASA TO:�m <br /> MEMORANDUM <br /> Date: March 20, 2020 <br /> To: Mayor and City Council <br /> From: Nelson Fialho, City Manager <br /> Subject: Status of City Operations and Services <br /> The City's response to the COVID-19 pandemic and the associated Alameda County <br /> Public Health Department (ACPHD) Order and more recently, the Governor's Executive <br /> Order to Shelter in Place has resulted in a declaration of local emergency, activation of <br /> the Emergency Operations Center, and activation of a Pandemic Flu Policy. The City's <br /> focus is now on essential functions as follows: <br /> -Public Safety <br /> -Health and Welfare of the Public and Employees <br /> -Preservation of City Assets <br /> -Disseminate accurate and timely information to City employees and the public. <br /> The following is intended to provide a high-level overview of the City's areas of attention <br /> and action to provide essential services during this crisis. <br /> City Facilities <br /> • With the March 16 ACPHD and March 19 Governor's Order, all City offices are <br /> now closed to the public except for the Police Department and LPFD <br /> • City parks (including courts and playgrounds) are currently open as the order <br /> allows for outdoor activity with appropriate protocols, although all restrooms and <br /> ancillary facilities are closed <br /> • Senior Center is closed although a few senior support programs are still in <br /> operation in accordance with safety protocols: brown bag lunches for seniors, <br /> Paratransit services remain available for medical and grocery appointments only <br /> (Monday. Wednesday, Friday), and Meals on Wheels deployment of food service <br /> City Meetings/Events <br /> • All City government meetings, including City Council, commission and committee, <br /> and trainings and community meetings held in public facilities have been <br /> postponed as have any non-essential staff meetings <br /> • All performances scheduled at City facilities and organized sporting events on City <br /> fields have been postponed <br />
