BACKGROUND <br /> The 2019 Curb and Gutter Replacements for Streets Resurfacing Project, CIP No. <br /> 18509, consisted of removal and replacement of 3,202 square feet of sidewalk and <br /> 1,387 linear feet of curb and gutter in various locations on streets that were included in <br /> the 2019 street resurfacing project. As required by law, 34 ADA pedestrian ramps were <br /> installed prior to the street resurfacing. In addition, 24 ADA pedestrian ramps were <br /> modified by installing ADA domes and grinding lips to make them compliant with current <br /> standards. To allow bicyclists to utilize the existing sidewalk where no bike path is <br /> striped on Foothill Road, a new concrete bike connection path, along with two new <br /> ramps to access the path, were installed on the east side of Foothill Road, south of <br /> Muirwood Drive, to improve bicyclist safety. A bus stop pad was installed on Springdale <br /> Drive as requested by LAVTA. Finally, bulb-outs were installed at two locations as <br /> identified by Traffic Engineering to improve pedestrian safety: on Neal Street at Railroad <br /> Avenue to reduce the pedestrian crosswalk length, and at Walmart Drive and <br /> Rosewood Drive. <br /> The project also included the removal and replacement of seven trees, and the <br /> associated damaged sidewalk, within the Valley Trails Neighborhood. <br /> The project was advertised for competitive bid, with bids due on March 26, 2019. On <br /> April 16, 2019, Pleasanton's City Council awarded a contract in the amount of$438,386 <br /> to the low bidder, Rosas Brothers Construction. Council also authorized the Director of <br /> Engineering to approve change orders up to the project contingency amount of$43,839. <br /> Construction began in May 2019, with the schedule coordinated with the street repaving <br /> and slurry seal projects, both of which occurred later in the summer of 2019. <br /> DISCUSSION <br /> Budget <br /> As approved by City Council, $496,311 was allocated for the project construction from <br /> three CIP project budgets; $250,000 from the Annual Curb and Gutter Replacement <br /> Project, CIP No. 18509, $177,811 from the Annual ADA Ramp Installation, CIP No. <br /> 18505, and $68,500 from the Bicycle and Pedestrian Related Improvements Project, <br /> CIP No.18543. <br /> Seven change orders totaling $62,436 were issued during construction of the project. Of <br /> the seven change orders, two were for unforeseen conditions requiring modifications to <br /> the plans, and one for a balancing change order at the completion of construction for a <br /> reduction to the total contract amount as some of the constructed quantities were less <br /> than the estimated quantities included in the original bid. Four of the change orders <br /> were for additional work requested during construction. The four additional work change <br /> orders are described below. <br /> 1. Traffic Engineering, through their work with the school district, identified a <br /> concern at the intersection of Linden Way and Vineyard Avenue which resulted in <br /> the construction of new ADA ramps to support a new pedestrian crossing <br /> servicing the Valley View Elementary School. <br /> Page 2 of 4 <br />
