Nathan Subramaiam — commented on the 1,000' zone established in Livermore, the
grandfathering of businesses and restricting of new businesses. He also discussed pack sizing
and minimum pricing and asked that the City of Pleasanton consider putting in place a strong
comprehensive ordinance and consider vaping being done by youth.
Brian Hartman — indicated that he was a consumer of vaping product and commented on
businesses selling the products. He noted that kids will be resourceful and able to obtain
these products in other ways if the restrictions are put in place, especially if they are already
addicted. He indicated he has some issues with the recommendation regarding pricing of the
products and is concerned businesses will need to close because of these bans.
Audrey Abadilla — addressed questions on whether data already exists and provided
information from the American Journal of Preventive Medicine. She discussed the
recommendation for minimum pricing and pack size and asked the commission to consider
these carefully. Ms. Abadilla felt businesses selling these products should consider the affects
to a person's health and related illnesses caused by tobacco products. She felt reducing
access to these products could save lives and commented on how these products are being
targeted to youth through advertising.
Chairperson Parikh closed the meeting for public comment at 8:06 pm.
Commissioner Clare commented on this being a multi-faceted issue and felt she didn't have
enough data or knowledge to make generality comments and needed to do more research
before she could make a recommendation.
Commissioner Rubino Brumm agreed with Commissioner Clare. She felt the issue was
epidemic, but more information was needed, especially from the Pleasanton Police
Department, before she could make a recommendation.
Commissioner Carlucci also agreed. He indicated he was impressed with the "go dark"
comment and other compromises made by speakers and felt kids would get needed help if a
good plan is put in place by the city but felt more dialog was needed. He stated that he agreed
with and would support the recommendation in #5 but needed more information to make a
recommendation on the other items.
Chairperson Parikh indicated that she too agreed with item #5 but needed additional
information on the other items. She questioned who drafted the report from staff that had been
provided and felt the issue was sophisticated and wondered why it was something the Youth
Commission had decided to take on.
Commissioner Rubino Brumm commented on the advantages of the having the Tri-Valley
cities work together on this matter.
Commissioner Sedlak discussed reports provided to the commission on vaping that causes
risks and affects to the quality of life and the Human Services Commission charter being that
of looking at agencies that can provide assistance. He didn't feel it was the responsibility of
Human Services Commission
December 4, 2019
Page 4
